Nepal will take a decision on the recruitment of Gorkha soldiers in the Indian Army under the Agnipath scheme after the formation of the new government following the November 20 general elections, the country's Foreign Ministry said on Thursday.
Foreign Ministry spokesperson Sewa Lamsal during a press conference in Kathmandu said that chances of an immediate decision on the scheme of short-term recruitment into the Indian armed forces are slim.
The foreign ministry spokesperson's remarks came in response to media reports quoting Indian Army chief General Manoj Pande as saying that India may be forced to withdraw vacancies for enlisting soldiers from Nepal under its new Agnipath scheme in the ongoing cycle if the landlocked country does not take a decision soon.
General Pande visited Nepal last week and held wide ranging talks with his counterpart and also met the Himalayan nation's top leadership.

The Foreign Ministry spokesman said that the new government to be formed after the November 20 general elections will decide matters relating to recruitment of Gorkha soldiers into the Indian Army under the Agnipath scheme floated by India.

Bhagwant Mann assures complete support to the army’s recently launched Agnipath scheme, a short-term military service, the matter came to the surface when army’s zonal recruitment office said it will recommend its headquarters "hold in abeyance" its recruitment rallies, due to lack of local administrative support for the smooth conduct of recruitment drive.
The army zonal recruitment officer general Sharad Bikram Singh in an official letter to the high-rank officials in Punjab administration had complained "We are constrained to bring to your kind attention that the support from the local civil administration is vacillating with no clear-cut commitments. They are usually citing their inadequacies due to lack of directions from the state government at Chandigarh or lack of funds".
The letter further mentions  "We are now thus compelled to bring to your kind notice that unless clear-cut commitments are not received in writing on issues raised, we would be taking up the case with Army Headquarters to hold in abeyance all future recruitment rallies and procedures in the state of Punjab, alternately conduct rallies in neighboring states."
The Punjab PM, Bhagwat Mann, retracted the development, in a tweet he said all the deputy commissioners have been instructed to provide full support to the army for the smooth conduct of the recruitment drive.
Furthermore, Mann in a tweet said "Any laxity shall be viewed seriously,"  he said that every effort will be made to ensure that the maximum number of candidates are selected from the state.
For smooth conduct of Agnipath recruitment drive army had asked for critical support which include police assistance for law and order, barricading to enable smooth entry of candidates, emergency medical support, food for 3000 to 4000 participants per day for 14 days water, mobile toilets and rain shelters at the recruitment venue.
As per official details, 27000 candidates are expected to participate in the rallies from six districts in Patiala.
In Ludhiana, one recruitment drive was held in August and currently an ongoing camp in Gurdaspur while the third one was to be held in Patiala from September 17 to 30.

Punjab Chief Minister Bhagwant Mann on Wednesday assured complete backing to the Army&rsquo;s Agnipath recruitment drives after the force&rsquo;s zonal office said it will recommend its headquarters to pause the process, citing lack of support from local authorities.
Mann tweeted that all deputy commissioners have been directed to provide complete support to the Army authorities for recruitment drives.
He added that any laxity will be viewed seriously and that every effort will be made to ensure that the maximum number of candidates are selected from the state.
The Army&rsquo;s zonal officer earlier in the letter had said the support from the local administration for recruitment rallies under the <a href="https://www.editorji.com/world-news/explained-why-nepal-wants-india-to-suspend-recruitment-of-gorkha-soldiers-under-agnipath-scheme-1661497122139">Agnipath scheme</a> is "vacillating".

To conduct the recruitment drive there are certain necessary arrangements required from the local administration. The <a href="https://www.editorji.com/india-news/landing-craft-assault-indian-army-deploys-new-defence-vessel-at-lac-1660726636549">Indian army</a> letter had asked for police deployment for law and order, barricading to enable smooth entry of candidates, emergency medical support, and food for 3000 to 4000 participants per day for 14 days.

The Supreme Court on Tuesday transferred PILs pending before it challenging the Centre's Agnipath scheme for recruitment in the armed forces to the Delhi High Court.
A bench of Justices D Y Chandrachud, Surya Kant and A S Bopanna also asked the High Courts of Kerala, Punjab and Haryana, Patna and Uttarakhand to transfer the PILs pending before them against the scheme to the Delhi High Court or keep it pending till a decision from the Delhi High Court, if the petitioners before it so desire.
The bench said petitioners before the four high courts can also opt to intervene in the proceedings before the Delhi High Court.
The top court said it is transferring the pleas as it would be appropriate if it has benefit of the Delhi High Court's considered view on them.
It asked the Delhi High Court to consider all the transferred PILs along with the pleas which are already pending before it expeditiously on this issue.
The Agnipath scheme, announced on June 14, provides for the recruitment of youth between the age of 17-and-a-half and 21 years for only four years with a provision to retain 25 per cent of them for 15 more years. Protests had erupted in several states against the scheme.
Later, the government extended the upper age limit to 23 years for recruitment this year.

The agitation against the Agnipath scheme continued for a third day on Friday, with protesters targeting the houses of Bihar Deputy Chief Minister Renu Devi and Bihar BJP president and West Champaran MP Dr Sanjay Jaiswal. 
Railway services were disrupted across the country as protesters blocked tracks and set train coaches ablaze in several states such as Bihar, Uttar Pradesh, Haryana and Telangana.  
Anticipating violence in the state, the Haryana government has suspended internet services in Faridabad district’s Ballabgarh, whereas prohibitory orders under Section 144, restricting gathering of more than four persons, have been imposed in Gurgaon, the police said.
In Telangana, one protester lost his life while several others were injured, after the police allegedly opened fire on a mob at Secunderabad railway station as protests against the Agnipath scheme escalated into large-scale violence and arson.

Renu Devi was quoted by PTI as saying that her house in Bettiah town was attacked. Window panes and a car parked inside got damaged. None of those inside was injured, she added.

The agitation against the Agnipath scheme continued for a third day on Friday, with protesters targeting the houses of Bihar Deputy Chief Minister Renu Devi and Bihar BJP president and West Champaran MP Dr Sanjay Jaiswal.&nbsp;
Bihar deputy chief minister Renu Devi's house was attacked in Bihar's Bettiah district.
News agency ANI quoted her son as saying that their residence in Bettiah was attacked and they suffered a lot of damage.
The agitators have been unrelenting and even targeted the residence of Bihar BJP chief Sanjay Jaiswal, also in Bettiah. In the assault, one policeman deployed near his residence was also injured and hospitalised.&nbsp;
&ldquo;The large-scale violence and arson is a handiwork of goons instigated by the opposition parties. What else explains targeted attacks on BJP leaders? My house in Bettiah town was attacked.  Protests against the ‘Agnipath’ scheme of recruitment in armed forces grew more virulent on Friday in Bihar, where a mob attacked the house of Deputy Chief Minister Renu Devi, besides causing heavy damage to railway property and affecting normal life in a number of districts.
The state has been witnessing agitations since Wednesday, a day after the government came out with the new scheme on a four-year contractual basis after which only 25 per cent shall be “regularised” based on performance assessment by seniors, while the rest will be discharged from service without pensionary benefits.
“The large-scale violence and arson is a handiwork of goons instigated by the opposition parties. What else explains targeted attacks on BJP leaders? My house in Bettiah town was attacked. Window panes and a car parked inside got damaged. Thankfully, none of those inside was injured. Petrol pump owned by a brother of Sanjay Jaiswal (state party president) has also been vandalised,” Renu Devi told PTI.
The deputy CM rued that she was planning to leave for Bettiah by helicopter to attend a number of functions, but had to put off the visit in view of the law and order situation.
In Motihari, adjoining Bettiah, the car of BJP MLA Vinay Bihari was pelted with stones and while the legislator and his driver were not injured, the vehicle was badly damaged.
The attack on BJP leaders comes a day after the party's MLA Aruna Devi was injured in a stone-pelting incident at Nawada, where the party office was also torched by the rampaging mob.
The police in Katihar district, taking a cue from Renu Devi's experience, has tightened the security around the house of Tarkishor Prasad, the other deputy CM who also happens to be the local BJP MLA.
The state capital, which had so far been largely untouched by the stir, witnessed some commotion as controversial former MP Rajesh Ranjan alias Pappu Yadav staged a demonstration on the Dak Bungalow crossing along with hundreds of supporters, causing huge traffic snarls.
Barely a couple of kilometres away, students staged a huge demonstration at the Kargil chowk and marched through Ashok Rajpath, flanked on either side by colleges affiliated to the Patna University and book shops, coaching centres and residential complexes doubling up as cheap hostels.
“It is natural for the youngsters to be outraged at the ‘Agnipath’ scheme. They do not join the armed forces, putting their lives at risk, to be kicked out after four years with no pensionary benefits,” Yadav told reporters.
He also scoffed at the rationale being given for the scheme that it will cut down the defence pension bill, saying “such talk does not hold water in a country where you become eligible for lifelong pension upon becoming an MP or an MLA even for one day”.
The young protesters demonstrating in front of Patna University were even more vocal.
They also said if the government thought reducing pension bills in this manner was fair, "it should do away with pensions of MPs and MLAs and shorten their tenure to two years".
It was, however, the railways that continued to bear the brunt of the protesters. The East Central Railway zone headquartered at Hajipur, which had announced restoration of normal rail traffic from 3.30 pm on Thursday, again came out with a list of trains that had to be cancelled, short terminated or diverted.
The mob set fire to 30 coaches of two trains, one each at Lakhisarai and Samastipur stations and torched a railway engine in Bettiah. A toll plaza in Deedarganj, the outskirts of Patna, and a police jeep in Nawada were also set ablaze.
Till Thursday evening, the state police had confirmed the arrest of 125 people, lodging of 24 cases and injuries sustained by 16 personnel.

In Motihari, adjoining Bettiah, the car of BJP MLA Vinay Bihari was pelted with stones and while the legislator and his driver were not injured, the vehicle was badly damaged.
The attack on BJP leaders comes a day after the party's MLA Aruna Devi was injured in a stone-pelting incident at Nawada, where the party office was also torched by the rampaging mob.
The police in Katihar district, taking a cue from Renu Devi's experience, has tightened the security around the house of Tarkishor Prasad, the other deputy CM who also happens to be the local BJP MLA.
The state capital, which had so far been largely untouched by the stir, witnessed some commotion as controversial former MP Rajesh Ranjan alias Pappu Yadav staged a demonstration on the Dak Bungalow crossing along with hundreds of supporters, causing huge traffic snarls.
Barely a couple of kilometres away, students staged a huge demonstration at the Kargil chowk and marched through Ashok Rajpath, flanked on either side by colleges affiliated to the Patna University and book shops, coaching centres and residential complexes doubling up as cheap hostels.

&ldquo;It is natural for the youngsters to be outraged at the &lsquo;Agnipath&rsquo; scheme. They do not join the armed forces, putting their lives at risk, to be kicked out after four years with no pensionary benefits,&rdquo; Yadav told reporters.
He also scoffed at the rationale being given for the scheme that it will cut down the defence pension bill, saying &ldquo;such talk does not hold water in a country where you become eligible for lifelong pension upon becoming an MP or an MLA even for one day&rdquo;.
The young protesters demonstrating in front of Patna University were even more vocal.
They also said if the government thought reducing pension bills in this manner was fair, "it should do away with pensions of MPs and MLAs and shorten their tenure to two years".
It was, however, the railways that continued to bear the brunt of the protesters. The East Central Railway zone headquartered at Hajipur, which had announced restoration of normal rail traffic from 3.30 pm on Thursday, again came out with a list of trains that had to be cancelled, short terminated or diverted.
The mob set fire to 30 coaches of two trains, one each at Lakhisarai and Samastipur stations and torched a railway engine in Bettiah. A toll plaza in Deedarganj, the outskirts of Patna, and a police jeep in Nawada were also set ablaze.
Till Thursday evening, the state police had confirmed the arrest of 125 people, lodging of 24 cases and injuries sustained by 16 personnel.

According to a bulletin issued by the North Eastern Railway, due to the sit-in demonstration against the scheme, operation of 21 trains on Gorakhpur-Chhapra, Chhapra-Ballia, Siwan-Thawe, Chhapra-Masrakh-Thawe, Varanasi-Ghazipur- and Varanasi-Prayagraj rail sections of Varanasi division was affected.
The trains had to be halted at various stations because of the protest.
The protesters hurled stones at buses in Aligarh and Agra. Protests also broke out in Bulandshahr, Mathura, Firozabad and Ballia districts over the new scheme that envisages a short four-year term for soldiers in the three armed forces entailing no gratuity or pension upon retirement.
Authorities stopped trains at Ballia and the neighbouring districts as a precautionary measure.
The aspirants took to the streets opposing the Agnipath scheme which the Centre announced on Tuesday to recruit jawans into the army, the navy and the air force for a four-year-period followed by compulsory retirement for most without gratuity and pension benefits.
It also drew sharp criticism from rival party leaders, including former Uttar Pradesh chief ministers Akhilesh Yadav and Mayawati.
In Aligarh, the youths pelted stones at a passenger bus on the highway connecting the district to Ghaziabad. While some window panes of the bus were broken, no passenger was injured in the incident, officials said.
Vehicular traffic in Aligarh was affected for over two hours. Senior police officers persuaded the protesters to vacate the highway and assured them that their demands would be conveyed to the authorities concerned.
Superintendent of Police (City) Kuldeep Singh later told the media that the protesters had been dispersed and normal road traffic restored on the national highway. In Agra, the aspirants not only pelted stones at a government bus in Bah, but they also blocked NH-2, the Agra-Jaipur highway and MG Road, sources said.
However, none was injured in the protests, they added. A similar protest was reported from a village under Mahua Khera police station limits.

"This scheme will affect the future of those candidates who want to serve the nation for 10 years and not just for four years," a protester requesting anonymity said.
Another student Satyaprakash demanded that the written exam for vacancies announced last year be conducted.
Agra Senior Superintendent of Police Sudhir Kumar Singh told reporters that the SP (City) and other police personnel reached the spot and the situation is under control. The aspirants have been asked to place their demands peacefully, he said.
In Mathura, protesters blocked the Agra-Delhi route, paralysing traffic between Agra and Mathura and Mathura and Gwalior link road for over two hours. The traffic was cleared following persuasion by police officials.
In Firozabad district, a group of youths staged a protest against the scheme in Shikohabad area.
Protests were held in Bulandhshar, Firozabad and Ballia, too, but the candidates dispersed after the district administration and police officers spoke to them and assured that their demands will be conveyed to the authorities concerned.
In Ballia and neighbouring districts, movement of some trains was affected due to the protests, an official said.

Train 12562 Swatantrata Sainani Express chugging from Delhi to Jai Nagar on the Varanasi-Chhapra rail section was halted at Ballia Railway Station at 10.47 am, North Eastern Railways' Public Relations Officer Ashok Kumar said.
Train 14006 Lichchavi Express was halted at Bhatni railway station at 10.25 am and train 15054 Lucknow Chhapra Express at Ghazipur railway station at 11.25 am. &nbsp; This was done as a precautionary measure in the wake of protests in Ballia and some districts of Bihar neighbouring Uttar Pradesh, he said.

Attaching a video of the protesters demanding the withdrawal of the scheme, Samajwadi Party (SP) leader Akhilesh Yadav slammed the "misuse of force" on the "future armed forces of the country" alleging that the Bharatiya Janata Party (BJP) was "betraying the country and patriotic youth by contractualising the armed forces".
"The proclamation of Bharat Mata must not be a false pretence but a symbol of true patriotism," he tweeted.
Bahujan Samaj Party (BSP) supremo Mayawati termed the scheme "unfair towards rural youth".
In a series of tweets, she said the scheme will "add to the woes" of the people already beset with inflation and poverty.
The Rashtriya Lok Dal (RLD) has announced protests at all district headquarters in Uttar Pradesh against the Agnipath scheme on Saturday.
The RLD on Thursday also announced a campaign named 'Yuva Panchayat' in support of the youth in western Uttar Pradesh in the coming days to pressure the government to withdraw the new initiative for temporary recruitments in the armed forces. The announcement was made by RLD chief Jayant Chaudhary on social media.
"Maafi Veer Adarsh, Jumla Veer Pracharak, Bhashan Veer Neta - Do not make the Indian Armed Forces 'Agnivir'," Chaudhary said in a cryptic tweet in Hindi.
The 'Yuva Panchayat' will kick-off on June 28 from Shamli and similar youth congregations will be held in Mathura, Muzaffarnagar, Bijnor, Bulandshahr, Amroha, Moradabad, Aligarh, Agra, Ghaziabad and will be culminated in Baghpat on July 16, according to the party's schedule.
