The Delhi High Court on 27 February 2023 dismissed petitions challenging the Narendra Modi government's Agnipath scheme for military recruitment.
The court reportedly said that the scheme for Agniveer recruitment was introduced in national interest, and to ensure that the armed forces are better equipped.
A two-judge bench said that it found no reason to interfere with the scheme.
The Agnipath recruitment system was unveiled in June 2022, to recruit those aged between 17-and-a-half and 23 years, for an initial tenure of 4 years.

The army is mulling to suspend the recruitment drives under the recently launched Agnipath scheme as a report in The Indian Express suggested that the armed forces are not getting support from the local Aam Admi Party government.

Due to the lack of local support, Agnipath rallier to be held in Punjab may suspend or will be held in neighboring states alternatively.

The army is mulling to suspend the recruitment drives under the recently launched Agnipath scheme as a report in The Indian Express suggested that the armed forces are not getting support from the local Aam Admi Party government.&nbsp;
The newspaper reported that Zonal Recruitment Officer for Jalandhar, Major General Sharad Bikram Singh, in a letter addressed to the top official of the <a href="https://www.editorji.com/india-news/local/punjab-cm-bhagwant-mann-in-hospital-after-having-a-glass-of-water-from-polluted-river-1658410630406">Bhagwant Mann</a> government informed about the confusing communication from the local administration.
To conduct the recruitment drive there are certain necessary arrangements required from the local administration. The <a href="https://www.editorji.com/india-news/landing-craft-assault-indian-army-deploys-new-defence-vessel-at-lac-1660726636549">Indian army</a> letter had asked for police deployment for law and order, barricading to enable smooth entry of candidates, emergency medical support, and food for 3000 to 4000 participants per day for 14 days.
The army had asked the <a href="https://www.editorji.com/india-news/arvind-kejriwal-claims-operation-lotus-in-punjab-bjp-congress-slam-him-1663152991069">Punjab</a> administration to make a commitment to the enlisted demands but the local officials told the newspaper that there were some small issues which have been ironed out. &nbsp;The Punjab chief secretary didn&rsquo;t respond to the queries from the newspaper
As per official details, 27000 candidates are expected to participate in the rallies from six districts in Patiala from September 17 to 30. While a recruitment rally is underway in Gurdaspur, in Ludhiana, one recruitment drive was held in August.

Agniveers or recruits under the Centre's Agnipath scheme will get 10 percent horizontal reservation in the Central Armed Police Forces (CAPF) and Assam Rifles alongwith a relaxation in the upper-age limit and exemption from the physical efficiency test while recruiting for the posts of Constables and Rifleman. 


At present, there is vertical and horizontal reservation in all paramilitary forces for candidates from Scheduled Castes at 15%, Scheduled Tribes at 7.5%, Other Backward Classes at 27%, Economically Weaker Sections at 10%, and ex-servicemen at 10%.

The Ministry of Home Affairs (MHA) informed the Rajya Sabha on Wednesday while responding to a question by MP John Brittas. Minister of State for Home Nityanand Rai said in a written reply that &ldquo;an in-principle approval has been given for reservation of 10% of vacancies for ex-Agniveers in the recruitment to the post of Constable (General Duty)/Rifleman in the Central Armed Police Forces and Assam Rifles.&rdquo; &nbsp;
He further said, &ldquo;10% horizontal reservation is decided to be given to Ex-Agniveers for the post of Constable(GD)/Rifleman when the first batch of Ex-Agniveers is available for recruitment after completing engagement period of four years in Defence Forces.&rdquo;&nbsp;
At present, there is a provision for vertical and horizontal reservation in openings in all paramilitary forces with conditions for candidates from Scheduled Castes at 15 percent, Scheduled Tribes at 7.5 percent, Other Backward Classes at 27 percent, Economically Weaker Sections at 10 percent, and ex-servicemen at 10 percent.
Under vertical reservation, candidates from SC, ST, and OBC are covered, and ex-servicemen get horizontal reservation. While horizontal reservation cuts across the vertical, the latter can&rsquo;t be interlocked.&nbsp;
While Agniveers will be eligible for horizontal, their reservation will also cover all classes in addition to their service in the armed forces.

The Air Force in a tweet said that the process of online registration under the Agnipath scheme has been completed and it has received 7,49,899 applications,  highest in any recruitment cycle. Previous record was 6,31,528. 
The registration process began on June 24 amid widespread and violent protests against the new short-term recruitment scheme for the armed forces. 
Under the Agnipath scheme, those aged between 17-and-a-half and 21 years would be inducted into the armed forces for a four-year tenure and 25 per cent of them will be inducted for regular service subsequently.
The government had, on June 16, increased the upper-age limit for recruitment under the scheme to 23 years from 21 for the year 2022 to accomodate those aspirants who lost 2 years because of Covid-19 as no recruitment was done during that time.

He observed that the 21st century India belongs to wealth and job creators and innovators, who are the country's true strength. The government has been promoting them for the last eight years.
"The path of startup and innovation is not the one with ease, and taking the country on this path for the last eight years was also not easy. Several decisions and reforms may be unpleasant temporarily, but with time their benefits can be experienced by the country," Modi said.
Modi's comments came in the backdrop of widespread protests against 'Agnipath,' the new army recruitment scheme announced by the Centre.
Addressing after inaugurating or laying the foundation for various developmental works, he said, "The path of reforms can alone take us towards new targets and new resolve…we have opened up the space and Defence sector which for decades were under government control."

Police in Uttar Pradesh's Aligarh have so far taken around 80 people in custody in connection with the violent protests in the district against the Centre's Agnipath scheme, officials said on Saturday.
Of those held since the protests on Friday, 35 people, including nine operators of coaching institutes, were arrested for their role in the violence, Aligarh Senior Superintendent of Police (SSP) Kalanidhi Naithani said.
"Four FIRs have been registered under serious charges of the Indian Penal Code in connection with the violence during the protests in the district. Two of these FIRs have been lodged on complaint by police personnel, one by the UP roadways and another by a civilian,” Naithani said.
"Efforts for arresting those engaged in violence had started on Friday itself. So far, around 80 people have been taken into custody," he said.
Police are keeping a close eye on social media and the role of the nine operators of the coaching institutes emerged during the protest by youngsters, the IPS officer said.
"The coaching operators had provoked the anti-social elements and triggered to carry out such acts during the protests amidst the (armed forces) aspirants," Naithani said.
The other people in police custody are being questioned and further action will be taken on the basis of evidence in the case, he said.
He said the law and order situation which had taken a hit due to the protests on Friday remained under control on Saturday as police conducted flag marches in view of the tense condition.
Police are conducting peace meetings and also taking support of prominent people in maintaining an atmosphere of calm in Aligarh, the officer added.

Farmers' collective Samyukta Kisan Morcha (SKM), which had spearheaded the agitation against the Centre's now-scrapped agri laws, on Monday dubbed Agnipath as another ploy to harm peasants and announced a nationwide protest on June 24 against the Centre's new military recruitment scheme.          
The farmer's body also attacked the BJP-led government, saying Prime Minister Narendra Modi had started his victory campaign by rallying support on the promise of 'One Rank One Pension' but has 'now rolled out "the new 'No Rank No Pension' scheme".
In a statement, the SKM declared its support for the ongoing protests and appealed to the youths to hold peaceful demonstrations against the Agnipath scheme, which it decried as “anti-military, anti-farmer and anti-national”.
“When the central government is bent upon destroying the spirit of the slogan 'Jai Jawan Jai Kisan', it is the duty of the farmers' movement to stand shoulder to shoulder with the jawans in this struggle,” the Morcha said.
“Accordingly, the Samyukta Kisan Morcha will observe protest day across the country on this Friday, June 24. This decision was taken by the seven-member coordination committee of SKM in its meeting held in Karnal (Haryana) today,” according to the statement.
The protest will be held at all district and tehsil headquarters and a memorandum addressed to President Ramnath Kovind will be handed over on Friday, the SKM said.
The farmers' body also urged youths, mass organisations and political parties to support the protest.   The SKM, which had led the 2020-21 protests against the three farm laws that the Centre was compelled to withdraw, said the Agnipath scheme is playing with the future of the country.
“It is not only playing with the national security and dreams of unemployed youth, but also with the farmer families of the country. The jawan of this country is a uniformed farmer.
"Most of the soldiers are from farmer families. An army job is tied to the honor and economic strength of lakhs of farmer families,” it said.
“It is a matter of shame for the country that Prime Minister Narendra Modi, who started his victory campaign by rallying ex-servicemen with the promise of 'One Rank One Pension', has now launched this scheme of 'No Rank No Pension',” the SKM said.
The “huge cut” in regular recruitment in the army is a betrayal of the sons of farmers who had cherished the dream of serving in the army for years, it said, claiming the scheme will result in the biggest reduction in recruitment from the very areas where the farmer's movement was more active.
“This government, stunned by its defeat at the hands of the farmers' movement, has another ploy to take revenge on the farmers,” it added.
Earlier in the day, Bharatiya Kisan Union leader and a prominent face of the anti-farm laws movement Rakesh Tikait had said that the SKM has decided on a nationwide protest against the Agnipath scheme on June 24. 
"Samyukta Kisan Morcha protests against Agnipath scheme to be held at district and tehsil headquarters across the country on June 24 by decision of SKM Coordination Committee in Karnal.          
"Appeal to mobilise youth, citizen organisations and parties. Now BKU's planned protest for June 30 will also take place on June 24," Tikait, the national spokesperson of BKU, tweeted in Hindi.

A man was shot dead in police firing in Telangana's Secunderabad, trains went up in flames, and public and private vehicles attacked, as railway stations and highways turned into battleground in many states on Friday amid burgeoning protests against Agnipath, the contentious defence recruitment scheme.
Assurances by Defence Minister Rajnath Singh, Home Minister Amit Shah and the Army chief failed to cut ice with hordes of angry youth, carrying bamboo sticks and stones, storming railway premises across cities and small towns and laying siege to highways, creating a security scare.
Over 300 trains have been affected and more than 200 cancelled so far due to the protests, the Railways said, reflecting the enormity of the agitation.
Coaches of seven trains have so far been set ablaze by protesters, officials said, adding carriages of three running trains in the East Central Railway (ECR), headquartered in Bihar's Hajipur, and one empty rake in Kulharia, also in the same zone, were damaged by protestors. One coach of a train was also damaged in the washing line at Uttar Pradesh's Ballia. So far, 64 trains were short terminated in ECR.
As the depredations against the recruitment scheme continued for the third day across large parts of India, from Uttar Pradesh to Telangana and Bihar to Madhya Pradesh, Rajnath Singh, Amit Shah and Army chief Gen Manoj Pande tried to assuage the concerns of the agitators with little success.
The Army chief said the government's Thursday night decision to raise the upper age limit to 23 years from 21 under the scheme in 2022 will provide an opportunity to youths who were preparing to join the force but couldn't in the last two years.
The Centre's decision to increase the upper age limit will benefit a large number of youth, Shah said. He added that the recruitment process in the Army had been affected for the last two years due to the Covid pandemic and Prime Minister Narendra Modi took a sensitive decision by showing concern for the youth of the country.

Violent anti-Agnipath protests continued rocking Bihar for the fourth consecutive day on Saturday, with agitators torching vehicles parked on the premises of a police outpost in Jehanabad district, officials said.
A large number of protestors gathered outside Tehta police outpost around 8.30 AM and started pelting security personnel with stones. Later, they set several vehicles, including a bus and a truck, on fire, they said.

The Gurugram district administration has imposed Section 144 as a precautionary measure even though no fresh protest was reported here on Friday against the Centre's Agnipath scheme to recruit soldiers.
Deputy Commissioner Nishant Yadav said the order was issued as protests were likely to spread to the second day here and that the administraton anticipated angry crowd at railway stations, bus stands, markets, national highways and power grids among other places in the district.
"This may have created obstruction, disturbance or interference in the maintenance of law and order," he said.
"Under Criminal Procedure-1973, I, Nishant Kumar Yadav, 1.A.S., District Magistrate, Gurugram hereby prohibit the free movement of persons and gathering more than four persons within Gurugram," the order said.
Any person found guilty of violation shall be prosecuted and punished as per law, the order mentioned.
Some youths reportedly tried to interrupt rail service near Haily Mandi, but were stopped by the police before they could reach the railway track, officials said.
Earlier in the day, there was a call for demonstration at Rajiv Chowk, following which police force was deployed. The protesters went back on seeing the force, police said.
"Over 200 policemen have been deployed at Rajiv Chowk. The force is also installed at other main chowks in the district. We appeal to the youths that if they do not agree with the scheme, they can protest, but with responsibility," Sadar Assistant Commissioner of Police Aman Yadav said.
On the other hand, security at the Deputy Commissioner's residence in Palwal has been stepped up in view of the stone pelting on Thursday.

According to a bulletin issued by the North Eastern Railway, due to the sit-in demonstration against the scheme, operation of 21 trains on Gorakhpur-Chhapra, Chhapra-Ballia, Siwan-Thawe, Chhapra-Masrakh-Thawe, Varanasi-Ghazipur- and Varanasi-Prayagraj rail sections of Varanasi division was affected.
The trains had to be halted at various stations because of the protest.
The protesters hurled stones at buses in Aligarh and Agra. Protests also broke out in Bulandshahr, Mathura, Firozabad and Ballia districts over the new scheme that envisages a short four-year term for soldiers in the three armed forces entailing no gratuity or pension upon retirement.
Authorities stopped trains at Ballia and the neighbouring districts as a precautionary measure.
The aspirants took to the streets opposing the Agnipath scheme which the Centre announced on Tuesday to recruit jawans into the army, the navy and the air force for a four-year-period followed by compulsory retirement for most without gratuity and pension benefits.
It also drew sharp criticism from rival party leaders, including former Uttar Pradesh chief ministers Akhilesh Yadav and Mayawati.
In Aligarh, the youths pelted stones at a passenger bus on the highway connecting the district to Ghaziabad. While some window panes of the bus were broken, no passenger was injured in the incident, officials said.
Vehicular traffic in Aligarh was affected for over two hours. Senior police officers persuaded the protesters to vacate the highway and assured them that their demands would be conveyed to the authorities concerned.
Superintendent of Police (City) Kuldeep Singh later told the media that the protesters had been dispersed and normal road traffic restored on the national highway. In Agra, the aspirants not only pelted stones at a government bus in Bah, but they also blocked NH-2, the Agra-Jaipur highway and MG Road, sources said.
However, none was injured in the protests, they added. A similar protest was reported from a village under Mahua Khera police station limits.

"This scheme will affect the future of those candidates who want to serve the nation for 10 years and not just for four years," a protester requesting anonymity said.
Another student Satyaprakash demanded that the written exam for vacancies announced last year be conducted.
Agra Senior Superintendent of Police Sudhir Kumar Singh told reporters that the SP (City) and other police personnel reached the spot and the situation is under control. The aspirants have been asked to place their demands peacefully, he said.
In Mathura, protesters blocked the Agra-Delhi route, paralysing traffic between Agra and Mathura and Mathura and Gwalior link road for over two hours. The traffic was cleared following persuasion by police officials.
In Firozabad district, a group of youths staged a protest against the scheme in Shikohabad area.
Protests were held in Bulandhshar, Firozabad and Ballia, too, but the candidates dispersed after the district administration and police officers spoke to them and assured that their demands will be conveyed to the authorities concerned.
In Ballia and neighbouring districts, movement of some trains was affected due to the protests, an official said.
Some passenger trains were affected due to the protest, an official said. Train 12562 Swatantrata Sainani Express chugging from Delhi to Jai Nagar on the Varanasi-Chhapra rail section was halted at Ballia Railway Station at 10.47 am, North Eastern Railways' Public Relations Officer Ashok Kumar said.
Train 14006 Lichchavi Express was halted at Bhatni railway station at 10.25 am and train 15054 Lucknow Chhapra Express at Ghazipur railway station at 11.25 am. &nbsp; This was done as a precautionary measure in the wake of protests in Ballia and some districts of Bihar neighbouring Uttar Pradesh, he said.

Attaching a video of the protesters demanding the withdrawal of the scheme, Samajwadi Party (SP) leader Akhilesh Yadav slammed the "misuse of force" on the "future armed forces of the country" alleging that the Bharatiya Janata Party (BJP) was "betraying the country and patriotic youth by contractualising the armed forces".
"The proclamation of Bharat Mata must not be a false pretence but a symbol of true patriotism," he tweeted.
Bahujan Samaj Party (BSP) supremo Mayawati termed the scheme "unfair towards rural youth".
In a series of tweets, she said the scheme will "add to the woes" of the people already beset with inflation and poverty.
The Rashtriya Lok Dal (RLD) has announced protests at all district headquarters in Uttar Pradesh against the Agnipath scheme on Saturday.
The RLD on Thursday also announced a campaign named 'Yuva Panchayat' in support of the youth in western Uttar Pradesh in the coming days to pressure the government to withdraw the new initiative for temporary recruitments in the armed forces. The announcement was made by RLD chief Jayant Chaudhary on social media.
"Maafi Veer Adarsh, Jumla Veer Pracharak, Bhashan Veer Neta - Do not make the Indian Armed Forces 'Agnivir'," Chaudhary said in a cryptic tweet in Hindi.
The 'Yuva Panchayat' will kick-off on June 28 from Shamli and similar youth congregations will be held in Mathura, Muzaffarnagar, Bijnor, Bulandshahr, Amroha, Moradabad, Aligarh, Agra, Ghaziabad and will be culminated in Baghpat on July 16, according to the party's schedule.

Concerns raised by the youths who aspire to join the defence forces are that a 4-year-service is too short and that they will be unemployed after their tenure ends.&nbsp;
The policy aims at recruitment youths in the age group of 17.5 to 21 years which has led to concerns that lack of college education may make employment difficult.&nbsp;
Many are protesting because the 21 years cap makes them ineligible.
Also, there is no provision for pension of those who are not selected to continue in the armed forces after their 4 years services is completed.&nbsp;
Seeking to assauge concerns about unemployment, the government has announced a raft of post-retirement employment possibilities for 'Agniveers' like priority in recruitment to the central paramilitary forces and Assam Rifles
The chief ministers of BJP-ruled Madhya Pradesh, Assam and Haryana also promised preference to retired Agniveers in recruitment to state police forces.

The protests against 'Agnipath', the Modi govt's 4-year recruitment plan for the armed forces turned violent in Bihar as aspirants set trains ablaze and blocked roads. 
A set of protestors vandalised the BJP office in Bihar's Nawada district and burnt some of the properties present inside the premises. Videos show smoke billowing out of the office and broken furniture strewn across the room. 
Earlier, in the day Nawada MLA  Aruna Devi allleged that agitators  hurled stones at her car, leaving five persons, including her injured.
"The protesters seemed to have been provoked by the sight of the party flag, fitted on my car, which they tore. My driver, two security guards and two personal staff members have sustained injuries," the MLA told reporters, adding that she was "too shaken" to have registered a police complaint.

Railway property bore the brunt of the protesters as stationary bogeys were set on fire at Bhabhua and Chhapra stations and window panes of compartments smashed at many places.
In Arrah, the railway station was swarmed by a large number of protesters who were dispersed after the police fired teargas shells.
The East Central Railway zone, headquartered in Hajipur, reported massive disruption of rail traffic. Busy routes like Patna-Gaya, Barauni-Katihar and Danapur-DDU were listed among those worst-affected by the stir, officials said.
In Buxar, station manager Rajan Kumar said many trains were stranded at the outer signal as the tracks were blocked by agitators whom police and administrative officials were trying to pacify.
Demonstrations staged by the protesters disrupted road traffic in districts such as Jehanabad, Buxar, Katihar, Saran, Bhojpur and Kaimur, where many locals sustained injuries in incidents of stone-pelting, the officials said.
Details of police action, including FIRs registered in connection with the violence and arrests made in the connection, were not known immediately.

Protests against the Centre's 'Agnipath' scheme for hiring jawans on a short-term contractual basis continued across Bihar for the second consecutive day on Thursday as aspirants preparing for jobs in defence forces disrupted railway and road traffic in Jehanabad, Buxar and Nawada districts.
Protestors blocked the movement of trains on Patna-Gaya and Patna-Buxar routes by lying down on the railway tracks in Jehanabad and Buxar districts. However, Bihar Police along with their railway counterparts immediately removed the protestors from the tracks.
Hundreds of agitators blocked National Highway 83 in Jehanabad and burned tyres demanding the scrapping of the scheme. Angry protestors took out processions in the three districts and other parts of the state. Protestors had disrupted railway and road traffic in various parts of the state also on Wednesday.
Under the 'Agnipath' scheme, around 45,000 people aged between 17.5 and 21 years will be inducted into the armed forces for a four-year period, following which most of them will have to take compulsory retirement sans pension or gratuity benefits although some will be retained.
Of the total annual recruits, only 25 per cent will be allowed to continue for another 15 years under permanent commission.
The Union cabinet has approved the "transformative" scheme on Tuesday.
Under the old system, youths aged between 16.5 and 21 years were selected for a minimum of 15 years of service and used to get pension after retirement.
