United Nations Secretary-General Antonio Guterres told the Security Council on Wednesday Afghanistan is "hanging by a thread."  
The UN chief called for countries to authorize all transactions needed to carry out humanitarian activities in the country.
He also pushed for a suspension of any rules or conditions constricting "lifesaving" aid operations as millions in the country suffer extreme hunger.
"Time is of the essence. Without action, lives will be lost, and despair and extremism will grow. A collapse of the Afghan economy could lead to a massive exodus of people fleeing the country," Guterres said.
Some $9.5 billion in Afghan central bank reserves remain blocked abroad and international aid has dried up since the Taliban seized power in August.
Donors seek to use the money as leverage over the Taliban on issues including human rights.
The United Nations earlier this month appealed for $4.4 billion in humanitarian aid for Afghanistan in 2022.
On Wednesday, it said it needed a further $3.6 billion for health and education, basic infrastructure, promotion of livelihoods and social cohesion, specifically the needs of women and girls.

Taliban's triumph poses a threat to India's diplomatic stakes in Afghanistan as well as the $3 billion worth of Indian investment in various projects like the dams, roads, trade infrastructure.
The Taliban regime will also likely reverse the relationship built over the last 20 years. This is not good news given Afghanistan is vital to India&rsquo;s strategic interests in the region.
The 2011 India-Afghanistan Strategic Partnership Agreement committed Indian assistance to help rebuild Afghanistan&rsquo;s infrastructure and institutions, provide assistance for capacity-building, encourage investment in Afghanistan and provide duty-free access to the Indian market.
The Afghan Parliament in Kabul built by India at a cost of $90 million was inaugurated by Prime Minister Narendra Modi in 2015. Modi described the building as India&rsquo;s tribute to democracy in Afghanistan. Then in 2016, PM Modi and Afghan President Ashraf Ghani inaugurated the restored Stor Palace in the Afghan capital.
The Salma Dam, popularly known as the Afghan-India Friendship Dam was inaugurated in 2016. In the past few weeks, the Taliban have mounted attacks in nearby places and now say the area around the dam is now under their control.
The other high-profile project was the 218-km Zaranj-Delaram highway built by the Border Roads Organisation. The 218-km long highway&nbsp;cost around $150-million. With Pakistan denying India overland access for trade with Afghanistan, the highway is of strategic importance to New Delhi, as it provides an alternative route through Iran&rsquo;s Chabahar port.
Further, EAM Jaishankar announced back in 2020 that India had concluded with Afghanistan an agreement for the construction of the Shatoot Dam in the Kabul district. The cost of this project is estimated to be around $236 million. India also pledged $1 million for another Aga Khan heritage project, the restoration of the Bala Hissar Fort south of Kabul.
While speaking at the Afghanistan Conference in Geneva in November 2020, Jaishankar said &ldquo;no part of Afghanistan today is untouched by the 400-plus projects that India has undertaken in all 34 of Afghanistan&rsquo;s provinces&rdquo;.
Now, with the return of the Taliban regime the fate of these projects are in jeopardy.
Asked to comment on India's role in Afghanistan,&nbsp; the Taliban&rsquo;s Political Office Spokesman in an interview said that, 'India is welcome to continue its aid and reconstruction work in Afghanistan after a government with the Taliban comes to power. But India should remain neutral and not give the current Afghan administration any military support.'
