The revolving sight that you see are women, not dancing dolls.

This video is of Russian dance Berezka which requires women to move with short steps and make it look like they are floating in circular motions.

The Russian folk dancers in the video are part of a female troupe  Berezka Dance Ensemble 

The group reportedly dates back to Soviet Union days when it was founded in 1948 by a Russian dancer named Nadezhda Nadezhdina, who was famous for this floating dance while wearing long robes.

The floating steps may appear smooth and easy, but they actually require one to bear pain, control and steadiness.
