Uttarakhand Chief Minister Pushkar Singh Dhami is preparing to present the state's first women-centric policy, aimed at driving comprehensive economic and social empowerment of women.
Now in the fifth year of his tenure, the Chief Minister plans to place the policy before the cabinet for approval soon.
Over the past four years, the Dhami-led government has undertaken several initiatives focused on women's welfare and empowerment. Key among them are the implementation of 30% reservation for women in government jobs and the introduction of women’s reservation in cooperative societies for the first time in the state’s history.
Enhanced Job Opportunities Through Reservation
The state government reinstated 30% horizontal reservation for women domiciled in Uttarakhand in government employment. The policy came into effect on January 10, 2023, following approval by the Governor. Since then, the number of women in state government roles has shown a marked increase.
Expanding Leadership in Cooperatives
In a move to widen the scope of women’s representation, the government has enforced 33% reservation for women in cooperative societies. While women already enjoyed reservation in local bodies and panchayats, this expansion is seen as a vital step in fostering leadership roles in yet another important governance area.
Boosting Self-Employment Among Women
To promote economic self-reliance, the Dhami government has rolled out several schemes targeting female entrepreneurship. Notable among them is the Mahila Saarthi Yojana, launched as a pilot in Dehradun on International Women’s Day, March 8, 2025. The initiative enables women to earn a livelihood by driving auto-rickshaws and two-wheelers.
Other key programs such as Lakhpati Didi, Mukhyamantri Sashakt Bahna Utsav Yojana, Ekal Mahila Swarozgar Yojana, and Drone Didi have further contributed to creating a network of self-employment opportunities for women throughout the state.
“Women are the backbone of Uttarakhand’s society. Our government believes that without empowering women, the progress of society is impossible. That’s why we’ve launched several women-centric schemes that will prove to be game-changers in the future. Continuing this commitment, we are soon bringing a comprehensive Women’s Policy," said Pushkar Singh Dhami, chief minister.
The upcoming policy is expected to provide a structured roadmap for further strengthening the social and economic position of women in the hill state.
