Amid massive outrage over the Manipur video, CM N Biren Singh on Thursday said, the state police arrested the second culprit in the horrific public molestation of two women in the state.
While speaking to reporters N Biren Singh said, the administration flung into action as soon as the video surfaced and made the first arrest earlier in the day on July 19.
On July 19, an old video of stripped women from the Kuki community being paraded in the state by a mob of men from the Meitei community surfaced online sending shockwaves across the nation.
