Assam's chief minister Himanta Biswa Sarma has advised criminals to raise their hands and wave a white handkerchief if they want to avoid getting killed in encounters. Biswa said that if criminals want to save themselves they should surrender instead of pulling out a gun.

He added that the Assam Police now replies to a bullet with a bullet and that is one of the reasons why crime rate in the state has decreased.

Sarma, however, added that a police officer has to be on the side of the law and any officer who violates the rules will face action.
