With a large number of Indians having to face long waiting times for Canadian visas, Canada's High Commission here on Thursday said it understands their "frustration and disappointment", and assured that it is working to improve the situation.
The Canadian High Commission, in a series of tweets, said thousands of Indian students were receiving their visas every week and that it would continue to make every effort to reduce the wait time.
"We understand your frustration and disappointment and want to assure you that we are working to improve the situation. In fact, we have been processing applications throughout the year, including study permits for the September 2022 intake," it said.
"Many thousands of students in India are receiving their visas each week. We will continue to make every effort to reduce wait times against an unprecedented volume of applications received," the mission said.
It said the current processing time for study permit applications globally is 12 weeks.
"While processing times in India have been higher in 2022, we are making every effort to reduce wait times in our services globally," the High Commission said.
"We urge students who are still waiting the outcome of their visa applications at this stage to contact their Designated Learning Institution in Canada to discuss options should they be unable to arrive in time for the start of classes," it said.
Canada is one of the popular destinations for Indian students.

Chief Minister Arvind Kejriwal also welcomed the CBI, saying the party would fully cooperate. He wrote on twitter: “On a day when the Delhi education model is praised and Manish Sisodia’s picture is printed on the front page of America’s largest newspaper, NYT, the Centre sends CBI to his house.”

Some of the convicts in the Bilkis Bano case of the 2002 Gujarat riots are "Brahmins" with good 'sanskaar' or values and it is possible they may have been fixed due to their past family activities, a BJP MLA, who was a part of the state government panel that recommended remission to all the 11 men found guilty, said on Thursday.
C K Raulji, the Bharatiya Janata Party (BJP) MLA from Godhra, said he does not know whether the convicts, released after spending more than 15 years in jail, were involved in the crime.
On August 15, all the 11 convicts sentenced to life imprisonment in the 2002 case of Bilkis Bano's gang rape and murder of her seven family members during the communal riots walked out of the Godhra sub-jail after the BJP government in Gujarat allowed their release under its remission policy.
"We took the decision on the basis of a Supreme Court order. We were asked to look at their (convicts') behaviour and decide (on their early release)," Raulji, who was one of the members of the government-appointed committee that recommended granting of remission to the convicts, told a news portal.
"We asked the jailer and learnt that their behaviour was good in the prison...also (some of the convicts) are Brahmins. They have good 'sanskaar' (values)," said the ruling party legislator.
The Gujarat government's decision has invited sharp criticism from the opposition parties who have said the move was against the Centre's guidelines.
However, Raulji said the convicts may have been fixed.
"It is possible that they (the convicts) might have been fixed in the case due to their past family activities. When such riots take place it happens that those who are not involved are named. But I don't know if they committed the crime, we decided (on remission) based on their behaviour," he said.
Asked about the welcome accorded to the 11 men after their release from prison, he said they had not welcomed them.
The Gujarat government released the 11 convicts after the Supreme Court directed it to consider their plea for relief under the state's 1992 remission policy.
A special CBI court in Mumbai had on January 21, 2008, sentenced to life imprisonment all the 11 accused in the case for murder of seven family members of Bilkis Bano, a riots survivor, and her gang rape. Their conviction was later upheld by Bombay High Court.
These convicts served more than 15 years in prison after which one of them approached the Supreme Court with a plea for his premature release.
The apex court had directed the Gujarat government to look into the issue of remission of his sentence as per its 1992 policy on the basis of the date of his conviction. Thereafter, the government formed a committee which took the decision to allow release of all the convicts.
On March 3, 2002, Bilkis Bano's family was attacked by a mob at Randhikpur village in Limkheda taluka of Dahod district. Bilkis, who was five months pregnant at the time, was gang raped and seven members of her family were killed during the riots triggered by the Godhra train burning incident.

Initial investigations carried out by the British government in pre-independent India, Japanese government and Allied forces came to the same conclusion of Netaji's dying in a plane crash. Apparently, Netaji died of third degree burns in a hospital. 
What do we know of the fateful day?
According to historical narrative, one version states that after Japan's formal surrender post World War II on August 16, 1945, Bose decided to leave for Saigon along with his aides. Netaji accompanied by his aides and senior Japanese officials arrived in Saigon. After Japan's unconditional surrender, Netaji wanted to go to the Soviet Union in search of a safe place. To carry out his wish, Japanese Field Marshal Tarauchi carved a secret plan. On August 18, 1945 Netaji along with his colleagues arrived at Taihoku. The team was headed for Dairen in Manchuria to drop off Japanese Army Lieutenant general Shidei. Apparently, Netaji agreed to go with Shidei to Mukden (Shenyang), the capital of the Manchuria region in China. The plane took off at around 2-2:30 pm. As soon as the plane was air-borne, a loud explosion was heard with multiple bangs. The plane crashed thereafter. 
Why was Netaji's demise disputed?
Soon after Netaji's demise, conspiracy theories and narratives started doing rounds. In 1956, the Indian government constituted a committee to investigate his death. The committee backed the same theory of death in a plane crash. However, Netaji's brother refuted the claims and refused to sign the report and stating this was a cover-up.
Theories over Bose's death

The narrative is known from the time Netaji disappeared in 1945-- he died in a plane crash in Taihoku (present day Taiwan) on August 18. Netaji's followers refused to believe the theory and stressed on Netaji surviving the crash. 
2) In 1966, Netaji's brother claimed that the freedom fighter was all set to make a return. For years, rumours floated around sightings of Netaji in the country. 
The second theory was proposed by Indian army's Retd Major Gen GD Bakshi in his book. Bakshi claimed that the plane crash was a decoy by the Japanese to help Bose escape to the former Soviet Union. Not just this, the retired major general also stated that Netaji successfully made three radio broadcasts from Siberia which gave away his location to the British. It is after this that the British interrogated Netaji and thus tortured him to death, alleges the retired general.
 In another bizarre theory claims were made that Netaji was living disguised as a saint named Gumnami baba Uttar Pradesh in the 80s.

How Mukherjee commission's report baffled all
Even though there were weird theories and narratives surrounding Netaji's disappearance, Mukherjee commission's report in 1999 left the countrymen baffled. The report supported public speculations that Bose did not die in a plane crash and the remains in the Japanese temple are not his. 
The Dis-classification of Netaji's file
In 2016, a total of 304 files related to Netaji were declassified by the Central ministry. This move came after the Kolkata government made files related to Netaji's public. The government had received appeals for several years. Even after the declassification of the files, there is less known about Netaji's death. It is believed that Netaji's remains are kept at Renko-ji temple in Tokyo Japan. The De-classification of Netaji's file
In 2016, a total of 304 files related to Netaji were declassified by the Central ministry. This move came after the <a href="https://www.editorji.com/india-news/kolkata-university-accused-of-sacking-teacher-for-posting-bikini-photos-on-instagram-1660105508390">Kolkata government</a> made files related to Netaji's public. The government had received appeals for several years. Even after the declassification of the files, there is less known about Netaji's death. It is believed that Netaji's remains are kept at Renko-ji temple in Tokyo Japan. Netaji's only child Anita Bose Pfaff on 15, August, 2022 appealed to the Indian government to bring back his remains from Tokyo temple and conduct a DNA test so Netaji's kin gets closure.&nbsp;

Odisha Chief Minister Naveen Patnaik Thursday made an aerial survey of five of the 12 flood hit districts of the state and announced succour for the affected in the calamity for the next 15 days.
Patnaik made an aerial survey of the Mahanadi delta area falling between Luna, Chitratola and Paika rivers in Kendrapara district, Kujang and Naugaon in Jagatsinghpur district, Gop, Nimapara, Astarang, Delang, Pipili and Kanas areas of Puri district.
He announced relief to the people of flood affected villages of the worst hit districts of Khudra, Puri, Cuttack, Kendrapara and Jagatsinghpur for 15 days.
The chief minister also announced relief for seven days for the people of the flood hit areas of Sambalpur, Bargarh, Sonepur, Boudh and Angul districts, which are all located in the upstream of river Mahanadi.
Both cooked and dry food, candles, matchboxes, drinking water pouches, medicines, baby food and other essentials will be provided to the flood victims by the government, he said.
Expressing concern over the inundation of the populated areas in the Mahanadi delta region in which many farmlands and houses have been damaged, Patnaik directed officials to expedite relief work, provide cooked food, healthcare service and supply drinking water to the people of the affected areas. He asked the department concerned to provide fodder and treatment to the cattle in the region.
Patnaik also directed the districts' authorities to undertake damage assessment within seven days of the water receding from the villages and provide assistance to the affected people within 15 days.

An Indian army soldier was shot dead by bike-borne criminals in broad daylight in Bihar’s Patna on Thursday. The soldier was home on leave and was on his way to Patliputra Station in the west end of the city when the incident took place. The victim was posted in Arunachal Pradesh. 
According to the reports, the soldier was accompanied by his brother when bike-borne attackers overtook his bike on the pretext of asking for an address. The soldier was then shot in the head. He died on the spot. Later, the men tried to shoot the soldier's brother but he managed to escape. 
The police have initiated a probe into the incident and are examining the CCTV footage. The cause of shooting is yet to be confirmed.

Vietnam, an important country of the ASEAN (Association of Southeast Asian Nations), has territorial disputes with China in the South China Sea region.
India has oil exploration projects in the Vietnamese waters in the South China Sea. India and Vietnam are boosting their maritime security cooperation in the last few years to protect common interests.
"What made the exercise unique was the fact that it was the first time ever that the Vietnam People's Army was undertaking a field training exercise with any foreign Army," the Indian Army said in a statement.
"The fact that Vietnam chose India for this honour, speaks volumes about the value the two countries place on their mutual relationship," it said about the 'VINBAX 2022' exercise.
The exercise that began on August 1 was focused on deployment of Army engineering and medical teams in UN Peacekeeping operations.
Vietnam has deployed a contingent in UN peacekeeping operations for the first time in South Sudan while India has a long and rich tradition of contributing to UN peacekeeping missions.
"The contingents from the two countries underwent theory classes followed by practical exercises to validate the learning. The final validation exercise nicknamed 'Men in Blue' was built around the setting up of a base in a remote African location faced with myriad challenges," the Army said.
Relations between India and Vietnam were elevated to the level of 'strategic partnership' during the visit of Vietnam's then Prime Minister Nguyen Tan Dung to India in July 2007.
In 2016, during Prime Minister Narendra Modi's visit to Vietnam, bilateral relations were further elevated to a 'comprehensive strategic partnership'.
Vietnam has become an important partner in India's Act East policy and the Indo-Pacific vision.
In May, Saurabh Kumar, Secretary (East) in the Ministry of External Affairs (MEA), visited Vietnam for the 12th round of political consultations and the ninth round of strategic dialogue in Hanoi.

 A man drove his autorickshaw on a foot bridge above the busy Mumbai-Ahmedabad Highway to cross lanes, a video of the incident that went viral on social media alerting police to the act, an official said on Friday.
As per a study of the video, the incident has taken place in Virar in Maharashtra's Palghar district and efforts were on to nab the driver, the Mira-Bhayander-Vasai-Virar (MBVV) police official said.
"We are studying the video to find out more. The driver used the ramp to drive his autorickshaw on the deck of the foot overbridge," he said.
The video is garnering likes and dislikes from people, many of whom have called it an example of people flouting traffic norms in a glaring and dangerous manner.

The Central Bureau of Investigation (CBI) has registered the FIR in connection with the alleged irregularities in formulation and execution of the Delhi Excise Policy brought in November last year, they said. 

New York Times article on Delhi education system: Kejriwal's answer to CBI raids on deputy

Delhi Chief Minister Arvind Kejriwal welcomed the CBI raid on his deputy Manish Sisodia with a photograph of a New York Times article praising the national capital's education system. 

Delhi CM tweeted that the Centre had sent CBI to Sisodia's house on a day when America's biggest newspapers the New York Times printed a front page article with a picture of Sisodia who is Delhi's education minister.&nbsp;

In other tweet he said that Delhi has made India proud and Manish Sisodia is the best education minister of independent India.

He further added that CBI found nothing during earlier raids on Sisodia and they would find nothing during Friday's raid as well.&nbsp;
CBI is conducting raids at the <a href="https://www.editorji.com/sports-news/commonwealth-games-2022/bjp-vs-aap-cwg-medallist-divya-kakran-s-claim-over-financial-assistance-stirs-political-tussle-1660318583717">AAP</a> leader's house and 20 other locations in connection with thr Delhi excise policy case.&nbsp;
