An Indian army soldier was shot dead by bike-borne criminals in broad daylight in Bihar’s Patna on Thursday. The soldier was home on leave and was on his way to Patliputra Station in the west end of the city when the incident took place. The victim was posted in Arunachal Pradesh. 
According to the reports, the soldier was accompanied by his brother when bike-borne attackers overtook his bike on the pretext of asking for an address. The soldier was then shot in the head. He died on the spot. Later, the men tried to shoot the soldier's brother but he managed to escape. 
The police have initiated a probe into the incident and are examining the CCTV footage. The cause of shooting is yet to be confirmed.

The exercise that began on August 1 was focused on deployment of Army engineering and medical teams in UN Peacekeeping operations.
Vietnam has deployed a contingent in UN peacekeeping operations for the first time in South Sudan while India has a long and rich tradition of contributing to UN peacekeeping missions.
"The contingents from the two countries underwent theory classes followed by practical exercises to validate the learning. The final validation exercise nicknamed 'Men in Blue' was built around the setting up of a base in a remote African location faced with myriad challenges," the Army said.
Relations between India and Vietnam were elevated to the level of 'strategic partnership' during the visit of Vietnam's then Prime Minister Nguyen Tan Dung to India in July 2007.
In 2016, during Prime Minister Narendra Modi's visit to Vietnam, bilateral relations were further elevated to a 'comprehensive strategic partnership'.
Vietnam has become an important partner in India's Act East policy and the Indo-Pacific vision.
In May, Saurabh Kumar, Secretary (East) in the Ministry of External Affairs (MEA), visited Vietnam for the 12th round of political consultations and the ninth round of strategic dialogue in Hanoi.

A special Central Bureau of Investigation (CBI) court in Mumbai on January 21, 2008 had sentenced the 11 to life imprisonment on charges of gang-rape and murder of seven members of Bilkis Bano's family. Their conviction was later upheld by the Bombay High Court.

Congress leader Rahul Gandhi on Thursday slammed Prime Minister Modi alleging that his party's support to criminals displays its mindset towards women. 
Citing rape cases in areas involving BJP-ruled states, Rahul rapped the saffron party saying that rapists were either protected or supported  by the party  in those areas.
He further asked the Prime Minister if he was not ashamed of playing such politics.
In a tweet in Hindi the Congress MP wrote, "Unnao - worked to save BJP MLA. Kathua - rally in favour of rapists. Hathras - the government in favour of rapists. Gujarat - the release and honour of rapists. The support to criminals displays the petty mindset of the BJP towards women."
Gandhi's remarks have been made in the wake of release of Biknis Bano rape case convicts, who were released under the Gujarat government's remission policy released on August 15. Earlier, senior Congress leader P Chidambaram had claimed that  two BJP MLAs were part of the review panel that granted the rape convicts remission. 
Eleven convicts, sentenced to life imprisonment, walked out of the Godhra sub-jail on August 15 after the Gujarat government allowed their release under its remission policy citing that they had completed over 15 years in jail. 
Bilkis Bano was 5 months pregnant when she was gang-raped in the aftermath of Godhra riots. Her 3-year-old daughter was also killed in the violence.

Citing fake content, the Centre on Thursday blocked 8 YouTube channels including a Pakistani streaming platform, along wih a Facebook account and two Facebook posts.  
With a subscription base of over 85 lakh users, the seven blocked channels are Loktantra TV, U&V TV, AM Razvi, Gourabshali Pawan Mithilanchal, Sarkari Update, and Sa Kuch Dekho. 
While blocked Pakistan channel News ki Dunya has a subsriber base of 97,000. 
These channels were propagating fake anti-India contentand had over 114 crore views, Ministry of Information & Broadcast said in a statement.
Blocked under Information Technology Rules-2021, these YouTube channels made false claims such as demolition of religious structures by the Government of India, ban on celebration of religious festivals, declaration of religious war in India, an I&B official said 
It added that such content would disturb communal harmony and can lead to public disorder. 
The ministry said  the YouTube channels were also used to post fake news on various subjects such as the Indian Armed Forces and Jammu and Kashmir. 
"The content was observed to be completely false and sensitive from the perspective of national security and India's friendly relations with foreign States," the statement further read.
According to an Indian Express report, I&B Ministry since Dcember 2021 has issued directions for blocking 102 YouTube-based channled and several other social media handles.

A boat with three AK-47 rifles and bullets was found off the Raigad coast in Maharashtra on Thursday triggering a security alert. 
Maharashtra Deputy Chief Minister Devendra Fadnavis told reporters that the boat belonged to an Australian woman and it was captained by her husband. 
He added that the boat which was sailing from Muscat to Oman had made a distress call on June 26, 2022 after its engine broke down. The crew was rescued by a nearby Korean Navy ship and handed over to Oman authorities. 
Fadnavis said that even though there has been no confirmation of a terror angle, they are not ruling out any possibility with Ganesh festival coming up in the state.

A 25-year-old man was arrested here in a village for wearing a burqa to hide his identity when he went to meet his girlfriend, police said on Thursday.
Saif Ali was booked under charges of “breach of peace” for hiding behind the burqa, police said.
Ali had got a job away from his home and before moving out, he wanted to meet his girlfriend in Mehmadpur village of Sidhauli Police Station area.
Since he was known in the area, he wore a 'burqa' to hide his identity and went to meet his girlfriend on Tuesday, Additional Superintendent of Police (Rural) Sanjeev Bajpai said on Thursday.
His appearance behind the burqa stoked suspicions of the locals, who asked Ali to remove it, and when they found a man underneath, they informed the police.
One of the locals also made a video of the incident which is in circulation on social media.
Bajpai said Ali has been taken into custody under sections of breach of peace.

Netaji Subhas Chandra Bose's daughter Anita Bose Pfaff said she will soon approach the Indian and the Japanese governments for a DNA test of the ashes at Tokyo's Renkoji Temple.
In an interview to PTI, Pfaff said resolving the mystery shrouding Bose's life and bringing back the ashes to India would be a true tribute to the revolutionary as the country celebrates its 75th anniversary of Independence.
"I, as the daughter of Netaji, want this (mystery) to end in my lifetime. I would soon officially approach the Indian government with the request to conduct a DNA test. I will wait for some time for their response, if I get a response, it's good, and if I don't, I will get in touch with the Japanese government. If the government agrees or if they ask me to move forward and don't want to get involved, then I can take it forward," she said.
Pfaff, a German, said she had approached the Indian government for the DNA test when the Congress was in power but never got a reply.
"This time, I won't dillydally much longer. This COVID situation has already delayed the matter by two years. I would parallelly get in touch with the Japanese government. Initially, the Japanese government decided to keep the ashes as they thought they would be for a few months. But now it has been 77 years," she said in a telephonic interview from Germany.
"I don't want to name anyone. But for some people, it is true, saw a political campaign in Netaji's life and mystery for their political advantage. But, this is not a general attitude. A majority of the people still admire him and are not in politics," said Pfaff, an economist.
She said that the BJP-led government in India has been doing more in honouring the legacy of Bose.
"But at the same time, I don't see a reason they should take the initiative without my pushing them," she said.
"It is not a mystery for me as there is ample proof that he died in the air crash. But, I want his ashes to be brought back to his motherland. I want to do this service to my father," she said.
Pfaff said technology advancement now offers the means for sophisticated DNA testing.
"To those who still doubt whether Netaji died on August 18, 1945, or not, it offers a chance to obtain scientific proof that the remains kept at Renkoji Temple in Tokyo are his," she said.
Since Independence, the Centre formed three inquiry commissions to unravel the mystery over Netaji's disappearance.
Two of them -- the Shah Nawaz Commission and Khosla Commission, formed by the Congress governments -- concluded that Bose died in an air crash. The third one -- the Mukherjee Commission formed by the BJP-led NDA government had said he did not die in it.
In 2015, the West Bengal government released 64 files on Netaji held by the Home Department. The Narendra Modi government in 2016 released 100 files on the legend.

The Delhi High Court has reportedly ordered the police to file an FIR against BJP leader Shahnawaz Hussain in an alleged rape case. India Today reported that the HC after noting that the police were reluctant to file an FIR in the case has set a period of three months to complete the investigation.
The court also said the lower court had rejected the police argument and observed that the woman's complaint made a case for a cognizable offence.
In January 2018, a Delhi-based woman filed a petition in the lower court to file an FIR against Hussain. She alleged that the BJP leader had raped her and threatened to kill her.

While expressing happiness&nbsp;over the landing of five&nbsp;Rafale&nbsp;fighter jets at the Ambala air base on Wednesday,&nbsp;India&rsquo;s longest serving&nbsp;Defence&nbsp;Minister&nbsp;AK Antony said that had it not for been for complaints by two top BJP leaders in 2012, the French aircraft would have come to India when Manmohan Singh was the Prime Minister.&nbsp;Setting the record straight, the Congress leader recalled that the discussions on the aircraft first started way back in 2001 when Atal Bihari Vajpayee was the Prime Minister.&nbsp;Antony said in 2007 when under Singh&rsquo;s prime&nbsp;ministership&nbsp;everything was in place to buy 18 Rafales from France and 108 others to be&nbsp;build&nbsp;at HAL&nbsp;but&nbsp;in 2012,&nbsp;he&nbsp;got a complaint about this deal from two senior BJP leaders.&nbsp;He as&nbsp;defence&nbsp;minister&nbsp;was in no position to put their complaint in the dustbin.

Police personnel were deployed at the residence of an Akhil Bharat Hindu Mahasabha member who had sought permission from the Uttar Pradesh chief minister to end his life if not allowed to offer prayers at the Shahi Idgah mosque on Janmashtami.
Akhil Bharat Hindu Mahasabha national treasurer Dinesh Sharma on Tuesday wrote a letter purportedly with his own blood to Chief Minister Yogi Adityanath, seeking permission to offer Janmashtami prayers inside the mosque, claiming it was the birthplace of Lord Krishna.
Officials said police personnel were deployed at his residence to prevent any untoward incident.
“As a precautionary measure, police are keeping a close watch on Dinesh Sharma, SP (Rural) Shrish Chandra said. He said the step was taken as Sharma had sought permission to end his life.

The Central Bureau of Investigation searched the residence of Delhi Deputy Chief Minister Manish Sisodia in connection with its probe into alleged irregularities in the Delhi Excise Policy.Reports said the central probe agency conducted searches at over 20 locations in Delhi and its adjoining areas. In his first reaction, Sisodia, who is in-charge of the Excise department, said the central agency was “welcome” to do so.
He said his Aam Admi Party will give full cooperation in the investigation so that the truth can come out soon. The AAP leader said it is very unfortunate that those who do good work are harassed like this in India.  
Chief Minister Arvind Kejriwal also welcomed the CBI, saying the party would fully cooperate. He wrote on twitter: “On a day when the Delhi education model is praised and Manish Sisodia’s picture is printed on the front page of America’s largest newspaper, NYT, the Centre sends CBI to his house.”

Some of the convicts in the Bilkis Bano case of the 2002 Gujarat riots are "Brahmins" with good 'sanskaar' or values and it is possible they may have been fixed due to their past family activities, a BJP MLA, who was a part of the state government panel that recommended remission to all the 11 men found guilty, said on Thursday.
C K Raulji, the Bharatiya Janata Party (BJP) MLA from Godhra, said he does not know whether the convicts, released after spending more than 15 years in jail, were involved in the crime.
On August 15, all the 11 convicts sentenced to life imprisonment in the 2002 case of Bilkis Bano's gang rape and murder of her seven family members during the communal riots walked out of the Godhra sub-jail after the BJP government in Gujarat allowed their release under its remission policy.
"We took the decision on the basis of a Supreme Court order. We were asked to look at their (convicts') behaviour and decide (on their early release)," Raulji, who was one of the members of the government-appointed committee that recommended granting of remission to the convicts, told a news portal.
"We asked the jailer and learnt that their behaviour was good in the prison...also (some of the convicts) are Brahmins. They have good 'sanskaar' (values)," said the ruling party legislator.
The Gujarat government's decision has invited sharp criticism from the opposition parties who have said the move was against the Centre's guidelines.
However, Raulji said the convicts may have been fixed.
"It is possible that they (the convicts) might have been fixed in the case due to their past family activities. When such riots take place it happens that those who are not involved are named. But I don't know if they committed the crime, we decided (on remission) based on their behaviour," he said.
Asked about the welcome accorded to the 11 men after their release from prison, he said they had not welcomed them.
The Gujarat government released the 11 convicts after the Supreme Court directed it to consider their plea for relief under the state's 1992 remission policy.
A special CBI court in Mumbai had on January 21, 2008, sentenced to life imprisonment all the 11 accused in the case for murder of seven family members of Bilkis Bano, a riots survivor, and her gang rape. Their conviction was later upheld by Bombay High Court.
These convicts served more than 15 years in prison after which one of them approached the Supreme Court with a plea for his premature release.
The apex court had directed the Gujarat government to look into the issue of remission of his sentence as per its 1992 policy on the basis of the date of his conviction. Thereafter, the government formed a committee which took the decision to allow release of all the convicts.
On March 3, 2002, Bilkis Bano's family was attacked by a mob at Randhikpur village in Limkheda taluka of Dahod district. Bilkis, who was five months pregnant at the time, was gang raped and seven members of her family were killed during the riots triggered by the Godhra train burning incident.

Apparently, Netaji died of third degree burns in a hospital. 
What do we know of the fateful day?
According to historical narrative, one version states that after Japan's formal surrender post World War II on August 16, 1945, Bose decided to leave for Saigon along with his aides. Netaji accompanied by his aides and senior Japanese officials arrived in Saigon. After Japan's unconditional surrender, Netaji wanted to go to the Soviet Union in search of a safe place. To carry out his wish, Japanese Field Marshal Tarauchi carved a secret plan. On August 18, 1945 Netaji along with his colleagues arrived at Taihoku. The team was headed for Dairen in Manchuria to drop off Japanese Army Lieutenant general Shidei. Apparently, Netaji agreed to go with Shidei to Mukden (Shenyang), the capital of the Manchuria region in China. The plane took off at around 2-2:30 pm. As soon as the plane was air-borne, a loud explosion was heard with multiple bangs. The plane crashed thereafter. 
Why was Netaji's demise disputed?
Soon after Netaji's demise, conspiracy theories and narratives started doing rounds. In 1956, the Indian government constituted a committee to investigate his death. The committee backed the same theory of death in a plane crash. However, Netaji's brother refuted the claims and refused to sign the report and stating this was a cover-up.

Not just this, the retired major general also stated that Netaji successfully made three radio broadcasts from Siberia which gave away his location to the British. It is after this that the British interrogated Netaji and thus tortured him to death, alleges the retired general.
 In another bizarre theory claims were made that Netaji was living disguised as a saint named Gumnami baba Uttar Pradesh in the 80s.

Even though there were weird theories and narratives surrounding Netaji's disappearance, Mukherjee commission's report in 1999 left the countrymen baffled. The report supported public speculations that Bose did not die in a plane crash and the remains in the Japanese temple are not his. 
The Dis-classification of Netaji's file
In 2016, a total of 304 files related to Netaji were declassified by the Central ministry. This move came after the Kolkata government made files related to Netaji's public. The government had received appeals for several years. Even after the declassification of the files, there is less known about Netaji's death. It is believed that Netaji's remains are kept at Renko-ji temple in Tokyo Japan. Netaji's only child Anita Bose Pfaff on 15, August, 2022 appealed to the Indian government to bring back his remains from Tokyo temple and conduct a DNA test so Netaji's kin gets closure.

Netaji's only child Anita Bose Pfaff on 15, August, 2022 appealed to the Indian government to bring back his remains from Tokyo temple and conduct a DNA test so Netaji's kin gets closure.&nbsp;

The state is already reeling with over 5 lakh people in 5 districts affected due to the flood in the Mahanadi river because of the incessant rains since last week. 
Some villages in affected districts are completely submerged with flood waters reaching a depth of 10 feet. 
Odisha Chief Minister Naveen Patnaik Thursday made an aerial survey of five of the 12 flood hit districts of the state and announced succour for the affected in the calamity for the next 15 days.
Patnaik made an aerial survey of the Mahanadi delta area falling between Luna, Chitratola and Paika rivers in Kendrapara district, Kujang and Naugaon in Jagatsinghpur district, Gop, Nimapara, Astarang, Delang, Pipili and Kanas areas of Puri district.
He announced relief to the people of flood affected villages of the worst hit districts of Khudra, Puri, Cuttack, Kendrapara and Jagatsinghpur for 15 days.
The chief minister also announced relief for seven days for the people of the flood hit areas of Sambalpur, Bargarh, Sonepur, Boudh and Angul districts, which are all located in the upstream of river Mahanadi.
Both cooked and dry food, candles, matchboxes, drinking water pouches, medicines, baby food and other essentials will be provided to the flood victims by the government, he said.
Expressing concern over the inundation of the populated areas in the Mahanadi delta region in which many farmlands and houses have been damaged, Patnaik directed officials to expedite relief work, provide cooked food, healthcare service and supply drinking water to the people of the affected areas. He asked the department concerned to provide fodder and treatment to the cattle in the region.
Patnaik also directed the districts' authorities to undertake damage assessment within seven days of the water receding from the villages and provide assistance to the affected people within 15 days.
