Lockdown migrant crisis highlighted governance exclusion: study

With the exception of Kerala, Covid-19 lockdowns revealed a near-total exclusion of migrant workers from local governance systems in the destination states, finds a new study. Highlighting the 'near-total blindness by the state to their very existence,' the study was conducted by the University of East Anglia in the UK in partnership with Indian NGO PRADAN. Kerala's better social infrastructure and specific legal and policy framework recognising the role and contributions of migrant workers as "guest workers", was able to respond more effectively to their needs and demands. Whereas, states like Maharashtra fell in between offering some workers rights', Gujarat and Uttar Pradesh emerged at the bottom, offering no rights or benefits to the migrant workers, said the study.
