Finance Minister Arun Jaitley said Article 35A, which restricts non-permanent residents from buying property in Jammu and Kashmir, is constitutionally vulnerable and hampering the state's economic development. In a blog, the Finance Minister said investors are not willing to set up industries in J&K, as companies cannot acquire land, and the state does not have additional financial resources.
