West Bengal Governor Jagdeep Dhankhar has triggered yet another storm by naming the next vice-chancellor of Rabindra Bharati University (RBU), even as a bill nominating Chief Minister Mamata Banerjee, with whose government he shares an acrimonious relation, as the chancellor of the state-run varsities awaits his mandatory nod. The governor is the current chancellor of the state-run universities by dint of his office and the term of the current RBU vice-chancellor Sabyasachi Basu Roy Choudhury is set to be over soon.
Dhankhar has appointed Mahua Mukherjee, professor in the department of dance of RBU as its next vice-chancellor.
He tweeted on Thursday that he has appointed Mukherjee as the next VC in terms of section 9(1)(b) of the Rabindra Bharati Act, 1981.
The governor also attached a recommendation of the government search committee for the post and said that he was choosing Mukherjee, whose name topped the list. Reacting strongly, TMC state spokesperson Kunal Ghosh said, "The governor has once again proved he does not believe in democratic principles and federalism." "While his consent is awaited for the bill passed by West Bengal Assembly appointing the chief minister as chancellor of the state universities, the hon'ble governor hastily announced a name as the VC of RBU. He did not bother to take into confidence the education minister and chief minister before the announcement. He is exceeding his brief," Ghosh said.
While Basu Roy Choudhury could not be contacted, a source close to him he was not willing for any extension of his tenure.

In their first cabinet meeting held hours after coming to power, Maharashtra Chief Minister Eknath Shinde and his deputy Devendra Fadnavis took the first step towards overturning the previous Uddhav Thackeray-led MVA government's decision of relocating the proposed Mumbai Metro Line-3 car shed from Aarey Colony.
During the meeting held here on Thursday evening, soon after the swearing-in ceremony, Fadnavis directed the state Advocate General and the administration to submit a proposal on building the Metro-3 car shed in Aarey Colony instead of Kanjurmarg.
Incidentally, Shinde's predecessor Uddhav Thackeray, immediately after becoming the chief minister in November 2019, had announced a stay on the construction of the proposed Metro-3 car shed in Aarey Colony.
The decision to set up the car shed in the wooded Aarey area had faced opposition from environmental groups as it entailed cutting down hundreds of trees. The Thackeray government had later shifted the site to Kanjurmarg, but it is embroiled in a legal dispute.
Shinde was on Thursday sworn in as the 20th chief minister of Maharashtra, while Fadnavis took oath as the deputy chief minister, just 24 hours after the collapse of the Maha Vikas Aghadi (MVA) government led by Thackeray.
During the cabinet meeting, Fadnavis also directed the state administration to revive the Jalyukt Shivar Scheme, which was discontinued by the Thackeray government on charges of corruption. This water conservation scheme was Fadnavis government's flagship programme.
Fadnavis asked the advocate general to represent the government's side of building the car shed in Aarey Colony.
Officials in the urban development department said the matter is currently in the court and the next hearing will be held 15 days later.
The advocate general was asked how can the project be shifted to Aarey Colony as the previous MVA government had proposed to shift the car shed to Kanjurmarg and designated Aarey Colony as a reserve forest, they said.
Fadnavis told the officials that the 33-km-long Colaba-Bandra-Seepz underground Metro project is getting delayed due to the court case.
Meanwhile, the NCP objected to the new government's proposal to shift the Metro car shed to Aarey Colony.
In a tweet, NCP spokesperson Clyde Crasto said, "With so many important issues that need to be looked into in Maharashtra, what does the new Dy. CM Devendra Fadnavis do? He proposes to move Metro car shed back to Aarey. Re-creating a problem solved by MVA Govt. Green lung of Mumbai in danger once again. What will he gain?"

Two persons were arrested from on Thursday night for conspiring the brutal beheading of a tailor, a senior police official said.
Tailor Kanhaiya Lal was killed Tuesday afternoon by two cleaver-wielding men, Riaz Akhtari and Ghouse Mohammad, who posted a grisly video of the crime online claiming responsibility for the “beheading”. Both the accused were arrested in Rajsamand hours after the crime.
“Two persons have been arrested. They were co-conspirator of the murder of Kanhaiya and they are being interrogated,” the official said on Friday.
The arrested accused were identified as Mohsin and Asif.
The case is being investigated by National Investigation Agency (NIA) with support of the Anti-Terrorist Squad (ATS) and Special Operations Group (SOG) of the Rajasthan Police.

Maharashtra Chief Minister Eknath Shinde was given a warm welcome by the rebel Shiv Sena MLAs and other legislators in the wee hours of Friday when he returned to a luxury hotel near here, where they are staying, after taking oath for the top post.
Shinde flew to Goa from Mumbai and arrived at the hotel located at Dona Paula near here around 1.30 am.
The Maharashtra legislators have been camping at the hotel since Wednesday night after their arrival from Guwahati. While Shinde had arrived with them, he went to Mumbai on Thursday and was sworn in as the 20th chief minister of Maharashtra, while BJP stalwart Devendra Fadnavis took oath as the deputy chief minister.
When Shinde returned to the hotel after the swearing-in ceremony, the rebel Sena MLAs and independent legislators were seen hugging him and raising slogans in his support. They also raised slogans hailing Sena founder Bal Thackeray and late party leader Anand Dighe.
A few women legislators, who are also part of the faction, welcomed him with traditional rituals.
Goa Chief Minister Pramod Sawant, who was also at the hotel when Shinde arrived, offered a bouquet of flowers to congratulate the latter.
A video of the welcome given by the MLAs also went viral on social media.

NCP chief Sharad Pawar on Thursday claimed that BJP leader Devendra Fadnavis did not appear to be happy while accepting the deputy chief minister's post in Eknath Shinde's government.
While rebel Shiv Sena leader Shinde was sworn in as the new chief minister of Maharashtra following the collapse of the Shiv Sena-NCP-Congress government, Fadnavis, a former CM who had said he would remain outside, took oath as Shinde's deputy.
"I think Fadnavis has not accepted the number two position happily. His facial expression said it all," Pawar told reporters in Pune.
"(But) He is from Nagpur and he has worked as a `swayamsevak' (with the RSS) and there, when an order comes, it has to be followed," the NCP chief said, adding that Fadnavis might have accepted a junior position due to this`sanskar' (values).
He also spoke about the alleged misuse of central agencies under the BJP government, claiming that he received "love letters" from the Income Tax department regarding his election affidavits in 2004, 2009 and 2014.
Pawar also said that the Eknath Shinde faction, which was camping in Guwahati after rebelling against the Uddhav Thackeray government, had not expected that their leader would become anything more than a deputy CM.
"But after the BJP's central leadership gave the orders, chief minister's post was given to Shinde. Nobody had an inkling about it. I think Shinde himself had no idea. The second surprise, which I do not think is a surprise really, is that Devendra Fadnavis, who worked as CM for five years and then opposition leader, had to take the post of Deputy CM following directions from the central leadership," said Pawar.
He, however, noted that there have been such instances in the past too.
Pawar also rejected rebel Sena MLAs' claims that the Sena's tie-up with NCP and Congress was the primary reason for their rebellion.
“This allegation is baseless. It has no connection with NCP and Congress. Something has to be told to people (as an excuse), which is why NCP and Congress are being blamed," he said.
Pawar also said that he spoke to Shinde and congratulated him.
"Once a person becomes chief minister, he is the CM of the state. He becomes the head of the state and I expect that he would work towards solving the issues of people," the NCP chief said.
Asked about the collapse of the MVA government and what went wrong, Pawar said the Uddhav Thackeray-led government had not fallen short on any front.
"Shinde showed the capability of taking away 39 MLAs, and the success (of his rebellion) lies there. I learnt that the preparation for this was going on for long, as travelling to Surat, from there to Guwahati and then to Goa, these arrangements do not take place suddenly," he said.
As to questions being raised about Uddhav Thackeray's leadership, Pawar said once the Shiv Sena chief reposed faith in someone, he gave that person full responsibility.
"We saw that he had given all the responsibility of the party organization and Legislative Assembly to Shinde. He (Shinde) was given the reins, and I do not know if this development was the fall-out," the NCP chief said.
Asked about parallels being drawn between the developments of 45 years ago when he toppled the Vasantdada Patil government and became chief minister, Pawar said there were no complications like today then.
"We just decided and told Vasantdada that they (the MLAs in Pawar's group) wanted to resign, and after that, he also resigned," Pawar said.
About the Supreme Court allowing a floor test to proceed in Maharashtra, Pawar said the BJP and Shinde faction had a majority, and once such a situation becomes clear, it should be accepted.
"Uddhav Thackeray, after realising that he has lost majority, resigned gracefully," he added.
About accusations that Shiv Sena MP Sanjay Raut was responsible for the implosion within the party, Pawar said the Shiv Sena was not finished yet, and cited the examples of past rebellions which it survived.
The biggest challenge before the new government would be to gain "credibility" and people's faith, the veteran politician said.
Asked if the MVA alliance will continue in the coming polls in Maharashtra, Pawar said that no decision has been taken in this regard yet.

Gurgaon officials have decided to issue an advisory to corporate offices encouraging them to consider work-from-home option for its employees on days with heavty rain this monsoon season. 
The decision comes after the city witnesses waterlogging in several places as the Delhi-NCR received first monsoon showers. 
Deputy commissioner Nishant Kumar Yadav told reporters that they have identified 112 places locations in the city where there was waterlogging and 16 seniors officials have been assigned the task of preventing any such further incidents. 
The monsoon rolled into Delhi on Thursday, yielding the season's first spell of heavy rain which covered the precipitation deficit and brought the maximum temperature down to 29.4 degrees Celsius, the lowest in around four months.
Most parts of the city reported moderate to heavy rainfall. The Safdarjung observatory, Delhi's base station, recorded 116.6 mm downpour between 8:30 am and 5:30 pm.

Deputy commissioner Nishant Kumar Yadav told reporters that they have identified 112 places locations in the city where there was waterlogging and 16 seniors officials have been assigned the task of preventing any such further incidents.&nbsp;
The monsoon rolled into Delhi on Thursday, yielding the season's first spell of heavy rain which covered the precipitation deficit and brought the maximum temperature down to 29.4 degrees Celsius, the lowest in around four months.

The NIA officials said the two became members of Pakistan-based Sunni Islamic organisation Dawat-e-Islami via a mobile application and one of them was in touch with some people in Pakistan. They, however, said it was too early to draw conclusions yet.
A team of around 10 NIA personnel, led by an inspector general-rank officer, is camping in Udaipur to take the probe forward.
The Karachi-based Dawat-e-Islami website says it is a "global non-political Islamic organisation working for the propagation of the Quran and Sunnah throughout the globe" and that it was established in 1981.

Participating in the race are USA's Lockheed Martin with their F-21, France's Dassault with the Rafale, Sweden's Saab with the Gripen, Russia's Sukhoi and Mikoyan with Su-35 and MiG-35, and the Eurofighter Typhoon.
This comes seven years after India bought 36 Rafale jets in a government-to-government deal. With the Rafales already in service with the Indian Air Force, they are believed to be a frontrunner in the tender.

Here's a comparison of the pros and cons of the other fighter aircraft in the reckoning.
First the Lockheed Martin F-21. It's possible that America may make an attractive offer as it tries to make India less dependent on Russian weapons. However, the F-21 is just an upgraded version of the F-16 as per some experts. A factor working in the F-21's favour is the fact that the company has already signed a deal with Tata to manufacture the plane's wings in India. However, the jet might not impress the Indian Air Force as one of its MiG-21s shot down a Pakistani F-16 in 2019.
Next is the Sukhoi Su-35. Russia might offer discounts to India as it struggles with Western sanctions over the Ukraine war. However, the Su-35 is an air superiority fighter, and not a multirole aircraft as India wants. Multirole jets are less powerful but can also do ground attacks. However, technology transfer as part of the deal might help upgrade India's existing Su-30 fleet.

Let's take a look at the Eurofighter Typhoon now. It is a proven platform with over half-a-dozen European and Gulf countries using the jet. However, buying this would mean that India has to manage separate maintenance infrastructure for the Rafales and the Typhoons.
Then there's the Saab Gripen. A major USP of the Gripen is that it contains electronic warfare techology which makes it capable of functioning without an accompanying EW aircraft. However, many of its features are similar to the made-in-India LCA Tejas jet. This might hurt the Swedish plane's case.
This deal is very important for the Indian Air Force to maintain its strength amid threats from Pakistan and China. The IAF currently has 30 squadrons, which will go down further as older aircraft are phased out of service. The sanctioned squadron strength is 42. Each squadron has around 16-18 aircraft.
The ongoing process is to buy 114 fighter jets for the Indian Air Force. Eighteen of the planes will be imported, while 96 will be made in India. For domestic manufacturing, Indian companies will partner up with foreign firms. For the first time ever, payment of around 70% of the cost will be done in Indian currency, as per reports.
As India faces increasing challenges at its borders, the country will have to get rid of its dependence on foreign weapons. To do this, India will have to take advantage of deals like the current one to make sure it gets access to technology and knowledge to be able to make its own advanced fighter jets in the future.

“Let the metro car shed project be at Kanjurmarg and not in Aarey. Kanjurmarg is not a private plot. I am with the environmentalists and had declared Aarey as reserved forest. Wildlife exists in that forest," he said.
Thackeray described the rebellion in his party as a mockery of democracy and waste of people's vote.

The Congress on Friday said the Supreme Court has rightly called out suspended BJP leader Nupur Sharma for being "single-handedly responsible for igniting emotions across the country" with her remark against the Prophet, and that the ruling party should hang its head in shame.
In a statement after the Supreme Court's observations against Sharma, Congress general secretary Jairam Ramesh said the court has strengthened the party's resolve to fight "destructively divisive ideologies".
"The court has very rightly called out the BJP spokesperson for being 'single-handedly responsible for igniting emotions across the country', and that she should apologise to the entire nation," Ramesh said.
"These remarks by the Supreme Court, which resonate with the entire country, should make the party in power hang its head in shame," he also said.
The Supreme Court slammed Sharma for her "disturbing" remark against Prophet Mohammad and said it led to unfortunate incidents and ignited emotions across the country.
Sharma's remark against the Prophet, made during the course of a TV debate, triggered protests across the country and invited sharp reactions from many Gulf countries. The BJP had subsequently suspended her from the party.
Ramesh said the Supreme Court has held a mirror to this government and called out the "base ugliness" of its actions.
"It is no secret that the BJP seeks to profit from inflaming communal passions. Today, the Supreme Court has strengthened the resolve in every single one of us who are fighting these destructively divisive ideologies," the Congress leader.
Ramesh said the Indian National Congress will never cease its fight against "polarising anti-national forces" of all types which plunge the nation into chaos for political gains and let all Indian citizens bear the consequences of their "perverse actions".

Sharma's remark against the Prophet, made during the course of a TV debate, triggered protests across the country and invited sharp reactions from many Gulf countries. The BJP had subsequently suspended her from the party.
Ramesh said the Supreme Court has held a mirror to this government and called out the "base ugliness" of its actions.
"It is no secret that the BJP seeks to profit from inflaming communal passions. Today, the Supreme Court has strengthened the resolve in every single one of us who are fighting these destructively divisive ideologies," the Congress leader.
Ramesh said the Indian National Congress will never cease its fight against "polarising anti-national forces" of all types which plunge the nation into chaos for political gains and let all Indian citizens bear the consequences of their "perverse actions".
