Here's a wish list of tax incentives we want from Budget 2021.
#1 Simplification of tax laws &amp; ease of compliance The government has continuously moved towards the process of simplification of tax rules and ease of compliance in the last few years. Various steps have been taken to simplify compliances such as faceless assessments, issuance of refunds electronically, the Taxpayers&rsquo; Charter among others. This Budget is expected to take the journey forward by further simplifying compliance requirements and processes.
#2 Increase 80C limit to boost savings Taxpayers expect that the 80C deduction limit of Rs 1.5 lakh could be increased to at least Rs 3 lakh. The pandemic, which resulted in job losses and pay cuts, drove home the importance of having strong financial savings during times of need. The limit of Rs.1.5 lakh was last revised in Budget 2014-15. Increasing this limit will incentivise people to save more for their long-term financial health.
 #3 Deduction for medical expenditure for all As per current tax laws, deduction for medical expenses of upto Rs 50,000 is available only for expenses incurred on or by senior citizens who don&rsquo;t have health insurance. Considering the soaring medical expenses, especially on account of Covid-19 , the Budget should introduce such deductions for all who do not have health insurance.
#4 Incentivise purchase of affordable housing For first-time home buyers, currently an additional deduction of up to Rs 1,50,000 is allowed for interest paid on loans to purchase a residential house property. This is in addition to the deduction of Rs 2,00,000 which is available for interest paid on housing loan. Amendments can be brought in here to incentive purchase of such assets even where a loan is not availed.
#5 Imposition of Covid cess for high-income groups The government could levy a special one-time cess on taxpayers falling in the 30% slab rate to gather resources to meet the increased government spending on account of the pandemic.

Startups expect the taxation scheme for MSMEs to be revised and reduced to help them escalate more rapidly. Additionally, the loan approval process for MSMEs should be simplified.
Experts expect the government to incentivise startup funding and focus on relaxing policies to motivate angel investors to invest more.
The current threshold to be labeled as a startup -- which is ₹100 cr -- should be increased to leverage the exemptions allowed under this tag.
The sector is seeking changes in regulations that presently prevent large enterprises, such as the LIC and pension funds, from investing in alternate investment funds (AIFs). This would encourage more domestic investors to participate in the startup ecosystem.
Direct international listing is something startups with some scale would prefer.
Clarity is needed on exception-based approach for applicability of angel tax.
Electric vehicle startups expect the government to make EVs affordable through retail financing, just like conventional two-wheelers.

Then came the massive agitation by farmers against the Centre's three new farm laws. With talks with farmer unions deadlocked, the govt is expected to roll out some measures to try and pacify the farming community.
The government aims to double the income of farmers by 2022; so the prime focus is expected to be on infrastructure.
The pandemic hit agricultural operations hard. Farming operations suffered due to infrastructure bottlenecks such as supply chain distortions, non-availability of credit, lack of quality inputs and marketing infrastructure.
So, the govt should rethink its development strategy towards building the infrastructure supporting agriculture and allied sectors.
Allocation of funds towards fast-tracking of existing projects in rural infrastructure development, such as rural roads and irrigation, should be a key focus area.
More allocation is expected towards the development of storage and warehousing facilities such as packhouses, cold storage and vehicles for transportation.
The <a href="https://www.editorji.com/story/pm-modi-to-release-pm-kisan-instalment-worth-18000-cr-1608728054847" target="_blank" rel="noopener">PM-Kisan Samman Nidhi</a>, an initiative which provides up to ₹6,000 annually to an agricultural household as income security, needs to be enhanced.
The coverage of the scheme should be widened by taking tenants, landless agricultural workers and female farmers, into its ambit. There is also a need to increase allocation towards the addition of more Farmer Producer Organisations or FPOs.
The formation of 10,000 new farmer producer organisations (FPOs) as proposed for fiscal 2021 can cater to only 7% of the farming population.
FPOs have a big role to play in not only building socio-economic resilience of farmers but also in achieving several sustainable development goals.
The govt should also strengthen existing FPOs to improve and establish market linkage for all small farmers. Farmers expect the budget should enunciate strategies that promote new-age technologies, and encourages data-driven solutions for intelligent farming.
The govt could exempt GST on machines purchased for the agricultural sector. Loans to the agricultural sector via NBFCs should also be classified as Priority Sector Lending (PSL) credit.
The govt has already implemented a number of schemes for agriculture, such as direct benefit transfer under PM Kisan, MGNREGA scheme for farm workers, a Rs 1 lakh crore agriculture infrastructure fund.
The govt should look to build on that, in order to allay fears of the farming community.
