Parliament Winter Session live updates Day 3: Lok Sabha clears J-K bills, Shah blames Nehru

The Lok Sabha has passed the Jammu and Kashmir Reservation (Amendment) Bill and the Jammu and Kashmir Reorganisation (Amendment) Bill. But before that the Union Home Minister Amit Shah blamed India's first prime minister Jawaharlal Nehru's "two major blunders" -- declaring a ceasefire without winning the entire Kashmir and taking the issue to the United Nations -- for the sufferings of the people of Jammu and Kashmir.

There was an uproar by the opposition benches over the remarks on Nehru and they staged a walkout but returned later.

After their walkout, BJD leader Bhartruhari Mahtab said the home minister should also talk about the "Himalayan blunder", a reference to Nehru's actions leading up to the war with China in 1962. Shah quipped that his talking about two blunders had upset the opposition benches and if he had used the phrase "Himalayan blunder", they would have resigned.

Lok Sabha Speaker Om Birla said the remarks made were not an insult to anyone and were only made to put things in context.

What is Jammu and Kashmir Reorganisation Act, 2019?

The J & K Reorganisation Act provides for the reorganisation of the state of Jammu and Kashmir into the union territories of Jammu and Kashmir and Ladakh. 

It increases the total number of seats in the Jammu and Kashmir Legislative Assembly from 83 to 90. 

It also reserves 7 seats for the Scheduled Castes and 9 seats for Scheduled Tribes.

Coal sector saw massive scams in the past, transparent system now, says Pralhad Joshi

There were massive scams in the country's coal sector in the past but now such a robust and transparent system has been established that even the coal minister cannot allocate one kg of coal to anyone in a discretionary manner, Union Minister Pralhad Joshi said.

Replying to a question related to his ministry in the Lok Sabha, the Union coal minister said the country is in the process of producing one billion tonnes of coal, fulfilling Prime Minister Narendra Modi's dream of 'Atmanirbhar Bharat'.

"Now we have a very robust and transparent system. I can't even give a single kilogram of coal in a discretionary manner. I can't give a coal block in a discretionary manner. We all know how coal blocks were allocated in the past. There were massive scams," Joshi said.

He said commercial coal mining has started in the country and it will bring efficiency and competition in coal production, attract investment and help create more jobs in the sector.

Kharge asks Centre to release Rs 18,171 crore for Karnataka drought relief

Leader of Opposition in the Rajya Sabha Mallikarjun Kharge Wednesday asked the Central government to release Rs 18,171 crore from the National Disaster Response Fund (NDRF) for Karnataka reeling under the impact of severe drought.

Raising the matter in the House during the Zero Hour, the Congress president said Karnataka is grappling with the most severe drought in 123 years and the damage to crops is estimated at over Rs 35,162 crore.

According to him, the damage to crops ranges from 40-90 per cent.

Kharge said the state government has sought Rs 18,171 crore from the NDRF to help the affected people.

Discussion on J-K bills on Day 2

Union Home Minister Amit Shah asserted that the concept of "one flag, one prime minister, one Constitution" was not a political slogan and the BJP firmly believes in the principle and finally implemented it with regard to Jammu and Kashmir.

TMC's Saugata Roy had called his take a "political slogan", in reply Shah called Roy's remarks"objectionable".

Further, Shah said, "Whosoever did it was wrong. Narendra Modi has corrected it. Your approval or disagreement do not matter. The entire country wanted it." This comment was made in an apparent reference to the abrogation of provisions of Article 370 in Jammu and Kashmir.
