Delhi's air quality improved on Wednesday, with the city recording an overall Air Quality Index (AQI) of 267 at 9 am, according to the Central Pollution Control Board.&nbsp;
The city's AQI on Tuesday morning stood at 291 and on Monday morning it stood at 318, the CPCB data showed.&nbsp;
According to the CPCB, an AQI between 0 and 50 is classified as "good", 51 to 100 "satisfactory", 101 to 200 "moderate", 201 to 300 "poor", 301 to 400 "very poor" and 401 to 500 "severe".&nbsp;
On the weather front, the minimum temperature settled at 10 degrees Celsius, 0.4 notches above normal, while the morning relative humidity was 75 per cent.&nbsp;
The India Meteorological Department (IMD) has forecast mainly clear sky for the day. The maximum temperature is expected to reach 24 degrees Celsius later in the day.

Earlier, a Look Out Circular (LOC) had been issued against Gupta after a Goa police team failed to find him at his Delhi residence.&nbsp;
"We later managed to detain him in Delhi," the official said, adding that Gupta would be placed under arrest after the completion of formalities to bring him to Goa.&nbsp;
"Gupta will be flown to Goa on Wednesday for interrogation," the official said.
Saurabh Luthra and Gaurav Luthra, the two primary owners of the nightclub located at Arpora in Goa, had fled to Phuket in Thailand following the tragedy on the night of December 6.&nbsp;
An Interpol Blue Corner Notice has been issued against them. Besides, an LOC has been issued against Surinder Kumar Khosla, another owner of the nightclub who is a British citizen, according to police.
The police have so far arrested five persons - the nightclub&rsquo;s chief general manager Rajiv Modak, general manager Vivek Singh, bar manager Rajiv Singhania, gate manager Riyanshu Thakur and employee Bharat Kohli.
Twenty-five persons were killed in the fire at the Birch by Romeo Lane nightclub at Arpora in North Goa around midnight on December 6.

Aviation regulator DGCA has ordered IndiGo to cut its planned flights by 5 per cent on high-capacity routes during winter, as it looked to bring some order at India's biggest airline, which cancelled thousands of flights nationwide after failing to plan for tighter safety regulations.
The Directorate General of Civil Aviation (DGCA), in the December 8 order, asked IndiGo to submit a revised schedule by Wednesday.
As part of the winter schedule for 2025-26, the airline has been operating over 2,200 flights per day.
The latest order is part of a suite of actions by authorities that followed IndiGo, which controls over 65 per cent of the market share, cancelling more than 4,000 flights since December 2 that left tens of thousands of passengers stranded, upending their vacation plans, important meetings and weddings.
DGCA, which previously issued a show cause notice to IndiGo's chief executive and chief operating officer to explain the disruptions, has set up a four-member panel to probe the lapses.
The regulator, in the fresh notice, said that IndiGo's winter schedule shows that the airline has increased its departures by 9.66 per cent from last year, while the same relation to its summer schedule is set to rise by 6.05 per cent.
"However, the airline has not demonstrated an ability to operate these schedules efficiently," the notice said.
"Therefore, it is directed to reduce the schedule by 5 per cent across sectors, especially on high-demand, high-frequency flights, and to avoid single-flight operations on a sector by IndiGo."
In the Lok Sabha, Civil Aviation Minister Ram Mohan Naidu said no airline, however large, will be permitted to cause hardship to passengers through planning failures and non-compliance with regulations. "Strict and appropriate action will be taken."
The minister said the DGCA has already issued notices to IndiGo and that the airline is being held fully accountable for the chaos caused by its internal crew-rostering failures.
Naidu said IndiGo flight schedules are stabilising and all other airlines continue to operate smoothly across the country.
"IndiGo was ordered to issue refunds promptly, and more than Rs 750 crore has already reached passengers," the minister said.
He said airports across the country are reporting normal conditions, with no crowding or distress.
"Refunds, baggage tracing and passenger support measures remain under the supervision of the ministry. DGCA has issued show-cause notices to IndiGo's senior leadership and commenced a detailed enforcement investigation," Naidu said.
"Based on the report, strict and appropriate action will be taken."
For decades, IndiGo relied on aggressive scheduling and max night-flight utilisation - a business model that collapsed when tighter safety regulations that increased the mandatory weekly rest period for pilots and sharply reduced permissible night-landings and any extended night-duty hours came into force.
The result was catastrophic: on-time performance plunged, hundreds of flights were cancelled daily, and major airports saw chaos with stranded passengers, overloaded terminals and long queues.
IndiGo has said that increased congestion in the aviation system, the implementation of pilot rest rules from November 1, minor technical glitches and adverse weather were behind the disruptions. It operated over 2,200 flights daily before the travel chaos struck.
The airline has said it hopes to return to normalcy this week.
The DGCA, in its flight curtailment order, said it had approved 15,014 IndiGo departures per week for the winter season when travel demand picks up in India. But the airline cancelled 951 flights in November out of the 64,346 flights approved for the entire month.
Shares of InterGlobe Aviation Ltd, the firm that operates the IndiGo, were down 2 per cent on Tuesday. The shares have lost over 17 per cent of their value this month.

Making a statement in Lok Sabha, he said "strict and appropriate action will be taken" against IndiGo for the flight disruptions that have affected passengers across the country.
The minister said the Directorate General of Civil Aviation (DGCA) has already issued notices to IndiGo and that the airline is being held fully accountable for the chaos caused by its internal crew-rostering failures.
"Safety in civil aviation is completely non-negotiable," he said, adding that IndiGo had assured to comply with the Revised Flight Duty Time Limitations directed by the DGCA.
Naidu said despite these assurances, prima-facie it was observed that internal rostering disruptions led to large-scale cancellations, causing inconvenience to thousands of passengers.
"The government is determined to build a more robust and competitive aviation ecosystem. Through our policies, we are encouraging more new airlines to start and operate in India, ensuring fair access to airport capacity and eliminating any possibility of a duopoly controlling connectivity and pricing in our skies," he said.
"More airlines mean more choice, more affordability and more resilience for passengers," the minister said.
He said the government will remain vigilant until full normalcy is achieved and will continue to ensure that every passenger in India travels safely, comfortably and with the respect they deserve.
IndiGo's daily flights had fallen drastically to 706 on December 5, recovered to over 1,800 flights on Monday and were expected to rise further on Tuesday, the minister said. He said IndiGo flight schedules are stabilising and all other airlines continue to operate smoothly across the country.

Expressing dissatisfaction over the minister's statement, opposition parties staged a walkout in Lok Sabha.
Naidu said the ministry has advised the regulator DGCA to act immediately and inquiry orders and show-cause notice to CEO and COO of IndiGo were issued.
"Also, IndiGo has been directed to restructure its operations, add reserve crew capacity, improve passenger handling and restore normal schedules without delay. Enhanced oversight on the ground continues," he said.
Naidu said passengers' interests have been at the centre of every decision taken by the Government, which intervened to cap fares after sudden demand spikes and opportunistic pricing.
He said refunds have been issued to passengers seeking the same and rebooking of tickets was done without any additional charges.
"We are monitoring each and every case of baggage handing over and ensuring that communication with passengers is timely and dignified. As informed by IndiGo, the process of refunds, baggage handover are at its final stages. Our 24&times;7 Control Room continues to assist passengers directly whenever needed," Naidu said.

A senior CMO official stated that CM Sawant has directed the North Goa district administration to complete all the formalities and demolish the beach shack at Vagator.
"This shack is illegally built on government land. It would be demolished on Tuesday. District administration has kept all the machinery ready," the official said.
After the Saturday night fire tragedy, the district administration sealed this beach shack, and another facility at Assagao in North Goa on Monday.&nbsp;

Aam Aadmi Party (AAP) National Convenor and former Delhi Chief Minister Arvind Kejriwal sharply criticised the Gujarat government on Wednesday, calling its actions a &ldquo;blatant display of dictatorship&rdquo; after he was stopped from meeting farmers and farmer leaders lodged in Rajkot jail.
At a press conference in Rajkot, Kejriwal said he had planned to visit the jail to meet those imprisoned but was deliberately prevented from doing so. &ldquo;What could be more dictatorial than this? Am I a terrorist?&rdquo; he asked, emphasising that those detained were farmers and not criminals.&nbsp;
Kejriwal said he had sought permission the previous day but was informed in the morning that he was &ldquo;not allowed to meet&rdquo; the jailed farmers. Drawing a historical comparison, he added, &ldquo;When the British jailed Bhagat Singh, even then his colleagues were allowed to meet him. Did our freedom fighters fight for independence only to face a government more cruel and tyrannical than the British?&rdquo;
He pointed out that 54 lakh farming families in Gujarat rely on agriculture but continue to face acute hardship &mdash; from shortages of seeds and long queues for fertiliser to an absence of fair crop prices.&nbsp;
According to Kejriwal, farmers strike deals at ₹1500 but are forced to settle for ₹1200. He said that when farmers united against this price-cutting practice, the state government resorted to a brutal lathi-charge and arrested 88 peaceful protesters.
Kejriwal alleged that police deliberately skipped court hearings on bail dates &ldquo;to break the farmers&rsquo; morale.&rdquo; Of the 88 arrested, 42 have secured bail. He said he met families of those jailed and recently released, adding, &ldquo;Their stories would move anyone to tears.&rdquo; He also claimed that farmers in custody were denied water for 24 hours, given no food, and beaten. &ldquo;What does the BJP want? Fear God,&rdquo; he said, while saluting the families who met him despite &ldquo;tremendous pressure&rdquo; not to do so. &ldquo;I want to say only this &mdash; one day, the people of Gujarat will rise against government.&rdquo;
Kejriwal widened his criticism to the education sector, alleging that farmers often take loans to send their children to cities like Ahmedabad and Surat for coaching, only to experience exam paper leaks just before tests. &ldquo;We have seen children crying helplessly,&rdquo; he said, claiming &ldquo;their own people&rdquo; are behind the leaks. He further alleged that drugs are being openly circulated across Gujarat to ensure young people do not raise their voice. &ldquo;Today, drugs are available in every lane. Every family in Gujarat is being devastated by this government. But I believe these are their final days, because people across Gujarat are rising,&rdquo; he said.
He also said he learned that farms belonging to arrested farmers and their children were ploughed collectively by villagers. Making a sharp remark on governance, he added, &ldquo;Two things are openly sold in Gujarat today &mdash; drugs, and potholes on the roads. This is what they have reduced Gujarat to after 30 years. Now it&rsquo;s time to end this.&rdquo;
Kejriwal claimed that for years people felt they had no alternative because the Congress and BJP were &ldquo;hand in glove.&rdquo; &ldquo;Congress never wanted BJP to lose power in Gujarat. But now people have an option, and Aam Aadmi Party is being discussed in every household,&rdquo; he said. He added that people look to leaders like Gopal Italia, Isudan Gadhvi, Raju Karpara, Pravin Ram, Chaitar Vasava and Manoj Sorathiya with hope. &ldquo;Tell me one BJP leader who gives hope to the people of Gujarat,&rdquo; he challenged. &ldquo;When our leaders speak, people listen. Name one leader from BJP or Congress whom people believe can fix Gujarat.&rdquo;
Addressing the people directly, Kejriwal said, &ldquo;You will have to save Gujarat. You will have to overcome fear and stand up.&rdquo; He alleged that FIRs are being used as tools of intimidation. &ldquo;I myself spent six months in jail. They may jail you too, but I take responsibility &mdash; for every false FIR filed against anyone, we will fight. And two years from now when the government changes, within 24 hours all false FIRs will be withdrawn. After that, the ministers who oppressed the people of Gujarat will be sent to jail.&rdquo;
He questioned the government over the massive drug seizures at Mundra Port, asking who the real culprits were and what happened to shipments that were never intercepted. According to Kejriwal, drugs are easily accessible across the state, pushing youth into darkness, and such a situation would not be possible without official collusion.
Referring to AAP&rsquo;s governance in Punjab, he said that when the party took power, drugs were widespread across towns and villages. &ldquo;Today, under our government, bulldozers are demolishing the homes of drug peddlers, and over 25,000 drug dealers have been arrested.&rdquo; He said AAP took such action because &ldquo;its intentions are honest,&rdquo; questioning why similar steps were not taken in Gujarat. Kejriwal also alleged that those involved in selling spurious liquor are not being caught &ldquo;because they are hand-in-glove with the ruling system.&rdquo;

Initiating the debate in the House, Shah said Vande Mataram was the "mantra" that awakened India's cultural nationalism, and remains as relevant today as it was during the freedom struggle.
He stressed that the song will remain relevant in the days to come as well, in taking the country towards Viksit Bharat.
Shah also attacked Congress for questioning the need for a debate on Vande Mataram, and accused first prime minister Jawaharlal Nehru of "dividing" the poem and limiting it to two stanzas.
"Yesterday some MPs in the Lok Sabha questioned what is the need to discuss Vande Mataram. The need for discussion...was as relevant when the song was written, during the freedom movement, today, and will be as relevant in 2047 when the Viksit Bharat would be achieved," Shah said.
"Some people are saying Vande Mataram is being discussed because elections are coming in West Bengal... They are trying to reduce the importance of Vande Mataram by linking it with Bengal elections," he said.
The home minister urged members to take the spirit of the message of Vande Mataram to the youth of the nation.
He said the song was written by Bankim Chandra Chattopadhyay in Bengal, but it spread across the nation, and became the chant for India's freedom struggle.
The home minister said the song was written years after India tolerated "Islamic attacks", and the British tried to impose a new culture on the country.
"The song reestablished the culture of witnessing nation as a mother. Even though the (British) government tried to ban it, and people were beaten and jailed for chanting Vande Mataram, it touched people's hearts and spread from Kashmir to Kanyakumari," he said.
That is why Maharshi Aurobindo said Vande Mataram is the mantra of India's awakening.
"India is the only nation whose boundaries have not been decided by any act, its borders have been decided by our culture, and culture has united it. That is why the idea of cultural nationalism, this cultural nationalism was awakened by Bankim Chandra Chattopadhyay," Shah added.
He also accused the Congress and Nehru of 'dividing' the song.
"Many members of Congress questioned why the discussion on Vande Mataram was required, calling it a diversionary tactic. We are not scared of taking up any debate. We do not stall Parliament, we have nothing to hide, we are ready to discuss any issue," Shah said.
"On the 50th anniversary of Vande Mataram in 1937, Jawaharlal Nehru divided it into two and limited it to two stanzas. This was the way Congress honoured Vande Mataram," he said, leading to protests from Opposition MPs.
Shah called it the beginning of appeasement politics, and said it led to partition of India.
"If they had not divided the song into two for appeasement politics, India would also not have been partitioned," he said, leading to more uproars from Opposition benches.
Shah added that in the 100th year of Vande Mataram, the country was under Emergency.

The Interpol Blue Notice is issued to collect additional information about a person's identity, location or activities in relation to a criminal investigation. The agency is in touch with the Interpol regarding the request of the Goa Police to track the fugitives.&nbsp;
The Red Notice which calls for detention of the fugitive can only be issued after a charge sheet is filed and a Non Bailable Warrant is issued against the wanted person.&nbsp;
"Goa Police have taken further steps to coordinate with the Interpol Division of the CBI to apprehend both Saurabh and Gaurav Luthra at the earliest," a senior police officer had said.&nbsp;
A massive fire at the nightclub, some 25 kilometres away from Panaji, on late Saturday night killed 25 persons. The deceased comprised 20 employees of the nightclub and five tourists, including four from Delhi.&nbsp;
Five injured people were undergoing treatment at the government-run Goa Medical College and Hospital (GMCH).

They said the NIA sleuths, assisted by police and CRPF, brought along two of the accused, Dr Adeel Rather and Jasir Bilal Wani, arrested in connection with the "white collar" terror module.
The two accused had told the investigators about some hideouts in the Mattan forest area of the south Kashmir district, according to the officials.

In the wake of a nightclub fire that claimed 25 lives, Goa Chief Minister Pramod Sawant held a high-level meeting on Wednesday with officials and tourism stakeholders to ensure strict safety measures ahead of the Christmas and New Year celebrations.
Officials of the North and South Goa district administrations and police department were present in the meeting, which was also attended by state Tourism Minister Rohan Khaunte.
The meeting was held against the backdrop of the December 6 fire tragedy at Birch by Romeo Lane nightclub at Arpora in North Goa in which 25 persons were killed, according to sources.
"The chief minister briefed (those present in the meeting) about various measures taken to ensure that such a tragedy does not occur again in the state," a senior officer, privy to the meeting, told PTI.
He said that the state government has issued various orders and also formed committees, including a high-level magisterial inquiry panel and a fire safety audit committee, after the incident at the nightclub.
"The chief minister has ordered all the departments to ensure that there is no laxity on their part, especially considering that Goa would be witnessing a large number of tourists for the Christmas and New Year festivities," the officer said.

Students, teachers and staff members were evacuated as a precaution while the premises were cordoned off, officials said. "As of now, there are no reports of anything suspicious found," the official said.&nbsp;

After a night's halt on the temple premises, Adityanath directed the concerned officials present at the venue to deal with each person&rsquo;s issue sensitively and ensure timely disposal of all cases, the statement said.

The chief minister asked the officials to take strict legal action in land-grabbing cases. When a woman complained that her house had been set on fire, Adityanath ordered immediate action against the accused, the statement said.
Several people also sought financial assistance for the treatment of serious ailments. Assuring full support, the chief minister said lack of funds would not hinder medical care, and instructed the officials to expedite hospital estimates and send them to the government so that adequate help could be provided from the chief minister&rsquo;s relief fund, the statement said.

Ajay Gupta, one of the co-owners of Goa's 'Birch by Romeo Lane' nightclub, said that he is "only a partner" as he was brought to Delhi's Anti Extortion and Kidnapping Cell of the Crime Branch on Wednesday in connection with the blaze that killed 25 people.
Gupta, wearing a mask and covering most of his face, made the brief remark while entering the Crime Branch office at Sunlight Colony.
Sources said he was questioned by Goa Police and it initiated formal procedures to apprehend him and seek a transit remand. The sources said that Gupta had been evading from investigators since the December 6 blaze in north Goa's Arpora area.
"A Look Out Circular (LOC) had been issued against him after Goa Police failed to find him in Delhi during their first search. He was later located at a private hospital in Lajpat Nagar, where he had reportedly admitted himself citing spine-related medical issues. After medical clearance, he was detained and brought to the Crime Branch office for further procedures," the source added.
He said that Gupta is likely to be placed under arrest once Goa Police completes the formalities for transit remand.
Goa Police has already arrested five staff members of the nightclub &mdash; chief general manager Rajiv Modak, general manager Vivek Singh, bar manager Rajiv Singhania, gate manager Riyanshu Thakur and employee Bharat Kohli &mdash; in connection with the tragedy.
Meanwhile, two owners of the nightclub, brothers Saurabh and Gaurav Luthra, left India shortly after the incident. An Interpol Blue Corner Notice has been issued against them.
The source said that Gupta will face detailed questioning in Goa about the club's management, operational responsibilities and fire-safety compliance.

Rahul Gandhi launched a fierce attack in Lok Sabha alleging the BJP and Election Commission are colluding to enable &ldquo;vote chori&rdquo;, calling it the most serious anti-national act while demanding key electoral reforms.

In a no-holds-barred attack, Congress leader Rahul Gandhi on Tuesday said "vote chori" is the "most serious anti-national act" and alleged that the BJP and the Election Commission are "colluding to destroy" India's democracy and "rob people of their voice".
Participating in a discussion on election reforms in the Lok Sabha, Gandhi posed three questions which he claimed make it clear that the BJP is "directing and using" the Election Commission (EC) to damage India's democracy.
Making suggestions, Gandhi called for providing machine readable voter list to all parties one month before elections, taking back the law that allows destruction of CCTV footage after 45 days, giving access to EVMs, and changing the law that allows the election commissioners "to get away with whatever they want to do".
"When you destroy the vote, you destroy the fabric of this country, you destroy modern India, you destroy the idea of India," Gandhi said, gesturing towards the treasury benches.
Later, in a post on X, Gandhi said, "Vote Chori is the most serious anti-national act. Vote chori sabse bada deshdroh (treason) hai."
He said India is not only the biggest but the greatest democracy in the world.
"BJP and the Election Commission are colluding to destroy our democracy and rob people of their voice," Gandhi said on X.
In his speech in the Lok Sabha, the former Congress chief also asked why the chief justice of India was removed from the selection panel for the appointment of the chief election commissioner and the election commissioners.
"Why is it that the CJI was removed from the selection panel for (appointing) the election commissioners? What motivation could there be to remove the CJI? Do we not believe in the CJI? Of course, we believe in the CJI. Why is he not in that room?" he said.
"I sit in that room. It is a so-called democratic decision. On one side, there is Prime Minister Narendra Modi and Home Minister Amit Shah. On the other side, the leader of the opposition. I have no voice in that room. What they decide is what happens," he said.
So, why are the prime minister and home minister so keen on choosing exactly who the election commissioner is going to be, Gandhi asked.
"No prime minister has done this in the history of India. In December 2023, this government changed the law to make sure that no election commissioner could be punished for any action they take," the Congress leader said.
"Why would the prime minister and home minister give this gift of immunity to the election commissioner?" he said.
He further questioned why the law with regard to CCTV footage was changed.
"Why was a law put in place that allows the Election Commission to destroy CCTV footage 45 days after the election? What is the need? The answer given is that it is a question of data. But it is not a question of data. It is a question of stealing the election," he said.
Gandhi further said electoral reform is very simple, but the government doesn't want to do it.
"What does electoral reform require? Nothing more than what we've been saying. Give machine-readable voter lists to all political parties one month before the election. Take back the law that allows the destruction of CCTV footage.
"While you're doing that, also tell us what the architecture of the EVM is. Give us access to the EVM. Let our experts go and see what is inside the EVM. Till today, we have not had access to the EVM," he said.
"Change the law that allows the election commissioner to get away with whatever he wants to do. That's all the electoral reforms you need," he said.
Gandhi said he wants to remind the election commissioners that they might be under the impression that this law lets them get away with any wrongdoing but it is not so.
"Let me remind them: don't worry, we are going to change the law, and that too retroactively. And we are going to come and find you," he said.
In his speech in the Lok Sabha, elaborating on the "result of controlling" the chief election commissioner and the EC, Gandhi also said "we have a set of election campaigns that are tailored for the prime minister".
"Secondly, we have a Brazilian woman who appears 22 times on the voter list of Haryana. And not only that, there is one woman whose name has appeared over 200 times in one constituency in Haryana. And it is very clear, and I have proven without doubt that the election in Haryana was stolen, and the vote chori was ensured by the Election Commission of India," he said.
Gandhi also asked why after the Special Intensive Revision (SIR) of electoral rolls in Bihar, "1.2 lakh duplicate photos exist in Bihar voting list".
"If you've cleaned up the voting list, why are there 1.2 lakh duplicates in Bihar?These are straightforward questions. But the Election Commission has no answer to these questions," he said.
America calls itself the oldest democracy. But the democracy that weaves together the largest number of people, the largest diversity of people, the largest number of languages, and the largest number of states is India, Gandhi said.
"So our most powerful asset, the thing that stitches together the entire concept of modern India, brings people together, and allows them to build this great nation, is being attacked by these people," he said in an apparent attack at the BJP.
"They're destroying it. You know they're destroying it. I know they're destroying it. And they themselves know they're destroying it," he added.
In his remarks, Gandhi recalled that on January 30, 1948, three bullets pierced the chest of Mahatma Gandhi and Nathuram Godse assassinated the "father of our nation".
"Today, our friends (in the BJP) don't embrace him and push him away, as he is an uncomfortable truth. But that's not where the project ended," he said.
After Gandhiji's assassination, the next step of the project was the "wholesale capture" of India's institutional framework, he alleged.
