The necessity and urgency of drastic action, and the question of loss and damage, dominate discussion at the conference. The important goal of limiting global temperature rise to 1.5°C increasingly looks unattainable, while the havoc wrought by climate change - such as floods and droughts - affects poorer nations, who have not contributed much to global warming.
