Who is Dawood Ibrahim's 'associate', conferred with UK's third highest civilian award?

A report by The Sunday Guardian has said that one of the most trusted alleged 'associate' of underworld don Dawood Ibrahim was honoured with the third highest civilian award---Member of the Order of the British Empire of the UK. 

As per the report, the award was conferred in June 2022 to Pakistani-UK national Mumtaz Khan, 47 for his community services. 

The said award was announced on January 1, 2022, vide notice number 3956814, as per The Sunday Guardian. 

Interestingly, the news which was widely covered by the UK media introduced Mumtaz Khan as 'Taz Khan', who is allegedly a “top lieutenant” of Dawood and visits the gangster's home in Pakistan at least six times a year. Khan was arrested by the UK police in August 2017, the report added. 

The Sunday Guardian, also claimed that Dawood, who is wanted in India in Mumbai serial blasts case is healthy, alive and active.
