Taking a dig at Pakistan, Prime Minister Narendra Modi said some nations are using proxy wars to spread terror, adding that India has never been offensive but victory in the Kargil War made India a force to be reckoned with. "Today, the whole world is a victim of terror. Some nations are using proxy war, spreading terror. The definition of war has changed today. Terrorism is challenging humanity today. There are countries that are using proxy wars as a political tool to meet their objectives".
