North Korean leader Kim Jong Un has apologized for the death of a South Korean government worker who was shot dead by North Korean troops after crossing a maritime border between the two countries.

The completely unexpected apology came in a letter sent to South Korea's Blue House Friday morning, amid the growing public and political outrage over the killing of the South Korean govt official.

Kim expressed his regret to South Korean President Moon Jae-in and said that the disgraceful incident should not have happened. He also apologised to South Korean residents for disappointing them rather than helping them amid the coronavirus pandemic.

On Thursday, North Korean soldiers had shot a man dead as part of measures to fight Covid-19 spread, and later his body was set alight.
