Yogi govt unveils action plan to make Uttar Pradesh a ‘Viksit State’ by 2047

The Yogi Adityanath government has rolled out a comprehensive roadmap aimed at transforming Uttar Pradesh into a Viksit State by 2047.

The plan is built on three missions, three themes, and 12 focus sectors, and goes beyond economic targets to include social progress, cultural advancement, and enhanced security.

At the core of the strategy lies the ‘Security and Good Governance’ sector, described as the most critical pillar. The government maintains that a safe, transparent, and fear-free environment is the foundation of economic strength.

For this, consistent efforts are being made by the Home Department, Home Guard, Language, and General Administration.

Vision for 2030 and 2047

By 2030, the state aims to establish modern command-and-control centers in every district, prepare district-level development and master plans, and deliver high-speed broadband connectivity to every household and institution.

By 2047, the goal is to meet global standards in road safety, achieve the ‘Zero Accident Vision’, and implement a fully transparent and accountable governance system.

The framework is guided by the principles of Smart Governance, Smart Policing, and Zero Tolerance. Its key focus areas include outcome-based budgeting, road safety enforcement, modernization of police, ease of doing business, AI-driven surveillance, and strict action against crime and corruption.

Short-Term Goals (2029–30)

The short-term agenda outlines specific measures:

- Ensuring safety of women, farmers, businessmen, and the poor through smart policing.

- Expanding the use of CCTV cameras, AI-powered surveillance systems, and modern district-level command centers.

- Promoting transparent and accountable governance with e-governance platforms and AI-based decision-making.

- Monitoring development projects and resource utilization through an integrated real-time dashboard.

Medium- and Long-Term Goals

The medium- and long-term roadmap includes:

- Realizing the ‘Zero Accident Vision’ through advanced enforcement and monitoring mechanisms.

- Encouraging balanced development via comprehensive district-level development and master plans.

- Ensuring universal high-speed broadband to support smart grids, e-metering, and digital energy management.

Achievements Since 2017

Between 2017 and 2025, the state government claims to have made “historic” progress in security and governance.

During this period, 2.19 lakh new police personnel were recruited and 1.53 lakh promoted. Police neutralized 243 criminals in encounters, arrested 21,023 wanted offenders, and booked 83,144 under the Gangster Act.

As part of the Safe City Project, 47,422 CCTV cameras were installed, expanding the total statewide network to more than 12.42 lakh cameras. Women’s safety initiatives included deploying 9,172 women beat constables, raising three all-women battalions, and approving five new PAC battalions.

Under ‘Operation Conviction’, 1,04,718 criminals were convicted—70 sentenced to death and 8,785 awarded life imprisonment. The government also confiscated assets worth ₹1.44 lakh crore, which officials said had delivered a major financial setback to mafia networks and organized crime groups.

Economic Ambition

The action plan sets a target of making Uttar Pradesh a $6 trillion economy by 2047. To achieve this, the state will need to maintain an annual growth rate of 16%. Officials estimate that this would raise per capita income to ₹26 lakh by 2047 and allow UP to contribute around 20% of India’s GDP.

Chief Minister Yogi Adityanath underscored the importance of security as the foundation for development. “Only a safe, fearless, and transparent Uttar Pradesh can serve as the foundation of a truly Viksit Bharat,” he said.
