Once struggling with widespread unemployment, Uttar Pradesh has transformed into one of India’s leading states in job creation under Mission Rojgar.
Launched under Chief Minister Yogi Adityanath, the initiative has expanded employment opportunities in both government and private sectors, reducing the state’s unemployment rate from 18 percent in 2016 to just 3 percent today.
Officials said the impact of the campaign is visible across the state, with lakhs of youth benefitting from transparent recruitment, fair selection processes, and large-scale private investments. Uttar Pradesh is now counted among the top five states in employment generation, alongside Tamil Nadu, Gujarat, Maharashtra, and Karnataka.
Transparent Government Recruitment
Since 2017, over 8.5 lakh youth have been appointed to government jobs in police, education, health, and revenue departments through commissions and recruitment boards. Recently, Chief Minister Yogi Adityanath distributed appointment letters to 2,425 lady supervisors and 13 pharmacists in the Women and Child Development Department.
The Police Department has seen record hiring, with more than 2.19 lakh recruitments in the past eight years. This includes 60,244 civil police constables. Officials highlighted a remarkable rise in female participation—while just 10,000 women were recruited between 1947 and 2017, over 12,000 women joined the police force through the latest selection.
Between April 2017 and June 2025, 1,56,206 appointments were made in police cadres including constables, sub-inspectors, and clerical staff. Authorities attributed this success to merit-based examinations that eliminated paper leaks and nepotism.
Expanding Opportunities in Education and Health
The education sector has also benefitted significantly. Since 2018, 1.56 lakh candidates have joined the Council Education Department. The Uttar Pradesh Public Service Commission has selected 48,593 candidates between April 2017 and March 2025, while the Subordinate Services Selection Commission appointed 46,032 candidates in the same period. Thousands more were hired in health and revenue departments, strengthening public services while reducing joblessness.
Private Sector and MSME Growth
Mission Rojgar has gone beyond government hiring, creating momentum in the private sector as well. With investments worth ₹15 lakh crore on the ground, more than 60 lakh youth have secured jobs. Uttar Pradesh, now India’s largest MSME hub, has provided livelihood to nearly two crore young people.
Women’s empowerment has been a major focus. Over one crore women have found income opportunities through self-help groups, while more than 58,000 have been engaged in digital banking services under the BC Sakhi Yojana.
Push for Entrepreneurship and Global Jobs
The government has also promoted self-employment through schemes such as the Chief Minister Yuva Udyami Vikas Abhiyan and One District One Product (ODOP), enabling lakhs of youth to start businesses and promoting local industries.
The ongoing Rojgar Mahakumbh 2025 in Lucknow is further strengthening this mission. The three-day event has brought together over 100 corporate companies, offering on-the-spot interviews for 20,000 candidates. Authorities expect more than 10,000 youth to receive direct appointment letters. Free training in Artificial Intelligence (AI) is also being provided to help youth prepare for global opportunities.
Officials said the Mahakumbh is offering more than 25,000 international jobs, while regular Rojgar Melas across all 75 districts are connecting thousands of candidates with employers every month. Between January and May 2025 alone, nearly 1,500 such fairs were held.
A Model for Other States
Officials maintain that Uttar Pradesh’s transparent recruitment system and large-scale employment schemes are setting an example for the rest of the country. With opportunities across government services, private industries, MSMEs, and entrepreneurship, Mission Rojgar is being seen as a driver of self-reliance and youth empowerment.
