The Uttar Pradesh government has readied a comprehensive action plan to make the state a developed economy by 2047, building a framework of three missions, three themes and 12 sectors under the leadership of Chief Minister Yogi Adityanath.
The blueprint targets universal access to housing, drinking water, electricity and better healthcare, while lifting living standards and giving the state a competitive edge in industry, agriculture and services at national and global levels.
The three themes are explicitly defined as follows:
Arth Shakti — accelerating economic growth by promoting investment, enterprise and jobs.
Srijan Shakti — driving innovation through education, skills and technology.
Jeevan Shakti — improving health, safety, social welfare and overall quality of life.
Twelve key sectors anchor the plan.
(1) Agriculture and Allied Sectors will integrate agriculture, agricultural education, horticulture, sugarcane development, irrigation and cooperative inputs.
(2) Livestock Protection will strengthen rural incomes via animal husbandry, dairy and fisheries.
(3) Industrial Development will boost employment and attract investment across industry, MSMEs and mining.
(4) IT & Emerging Technology will push digital transformation through IT, electronics and science & technology.
(5) Tourism and Culture will preserve and promote religious-cultural heritage via tourism, charitable works and culture departments.
(6) Urban and Rural Development will balance growth through urban development, housing and urban planning, rural development, panchayati raj and Namami Gange.
(7) Infrastructure will upgrade transport, civil aviation, public works and energy.
(8) Balanced Development will pursue sustainability through environment, forest, climate change and renewables.
(9) Social Welfare will deliver inclusive schemes across social welfare, food & supplies, labour, women & child development, minority, backward classes and divyang welfare.
(10) Health will expand affordable, accessible care via health, medical education, training and AYUSH.
(11) Education will prepare youth for the future through basic, secondary, higher, technical and vocational education and skill development.
(12) Security and Good Governance will enhance safety and transparency through the Home department, home guards, language and general administration.
“The blueprint is not just a plan on paper but will directly benefit every citizen of Uttar Pradesh. The government’s objective is that by 2047, Uttar Pradesh will be a state that is economically self-reliant, culturally rich, and socially equal and just,” Chief Minister Yogi Adityanath said.
