Days after a video of the public stripping and molestation of two women in Manipur highlighted the situation in the state, the United States of America said that it was "deeply concerned" by reports on the incident.
A US State Department spokesperson called the crime "brutal" and "terrible" on July 23.
The incident took place in the first week of May, but the first arrests took place two months later after the video emerged.
