The video shows a man pulling out the feathers of a live peacock. The bird is seen writhing as the man holds it firmly.
The Divisional Forest Officer reportedly said that the man has been identified using the license number of the motorcycle visible in the video.
Police said that they went to arrest the accused named Atul, but he was not present at home. Cops had sought the assistance of local residents to nab the man.
