Cooch Behar violence: firing by CISF became 'absolutely necessary', says EC

A report by Election Commission's special observers Ajay Nayak and Vivek Dube on the violence in Bengal's Cooch Behar on Saturday that left 4 dead in CISF firing states that the recourse to open fire by central forces personnel became "absolutely necessary" in order to save the lives of the voters lined up at the polling booth, those of other polling personnel and their own lives as the mob had attempted to snatch their weapons. 

The poll panel cited the report in its order banning entry of politicians into the district for the next 72 hours.
