The Cambridge English Dictionary describes the word commission, to formally choose someone to do a special piece of work.

"Election 'Commission'" – Congress leader Rahul Gandhi's two-word tweet, created a buzz on the social media network on Saturday as the nation’s poll panel, The Election Commission of India, continued to receive flak as an electronic voting machine, was found in the car of a BJP leader’s wife after second phase of voting in Assam.

Many read Rahul’s two worded tweet as a single stone to kill two birds. His party earlier in the day had also slammed the Election Commission after it halved the 48-hour campaign ban of BJP’s Himat Biswa Sarma who had threated a rival politician at an election rally.  The reprieve to Sarma came after he tendered an unconditional apology.
