Army Chief: Pak using terror to keep Kashmir pot boiling

Army Chief General Bipin Rawat asked why people throwing stones should not be treated like terrorists. General Rawat also accused neighbour Pakistan of instigating stone-pelters, he said Islamabad is trying to stall development in the valley.
